Job Description
Clearance Required: Secret, TS eligible
Citizenship: US
Location: Fort Belvoir
Travel: As required by customer. Stateside conferences, APG, and Fort Huachuca are likely travel locations. Amount of travel is likely to be minimal.
Education: BS of Engineering/Science, MBA a plus
Total Years of Experience: 10 (must have prior experience with DoD, preferably Army)
Position Purpose:
This Position is a direct support the PEO-EIS Technical Director and will be a member of the PEO-EIS Tech Director advisory team. This position will provide business analysis, business process, requirements gathering and acquisition expertise to the technical director leadership in support of acquisition and business process efforts for the Army. This position requires a wide array of knowledge about business processes, requirements definition, business analysis throughout the industry and to support large scale IT projects. This position will focus on bringing a practical business process/ business analysis focus to the team. The projects supported will be Army wide solutions.
Position Tasks:
- Participate in business process definition, mapping Army business processes, data sources, process intervals and process owners. Define the means whereby these processes are woven into new Army IT efforts.
- Define the means whereby comprehensive functional and technical requirements for IT projects can be defined with a standardized approach relying on cross-functional teams (composed of key Army stakeholders) who contribute to and approve functional requirements documents.
- Define standardized approaches to properly assign roles & responsibilities to all Army personnel required in each phase of Army IT projects. Use RACI charts, completed via a cross-functional team effort, to ensure buy-in across Army stakeholders
- Define and utilize a standardized template for Business Case Analyses and ensure BCAs are completed for those Army IT projects requiring such.
- Use industry best practices to perform market research of vendors and solutions to support Army IT projects.
- Use best practices to create Requests for Information (RFIs) to inform the Army about specific available industry capabilities, as part of the kick-off of new IT acquisition efforts. Use a structured approach to analyze RFI responses, extracting key information to use in the preparation of Requests for Proposal (RFPs).
- Use best practice in the creation of additional definition documents for Army IT projects, such as Concepts of Operations (CONOPs), to ensure Army IT projects are implementable.
Qualifications
Skills:
- Detailed knowledge of business process mapping and business process re-engineering (BPR)
- Detailed knowledge of documents and analysis processes for acquisitions, including market research, BCAs, RFIs and RFPs.
- Detailed knowledge of the Army and/or DoD business and acquisition processes
