JOB SUMMARY :
The VP, Fraud Operations Officer will oversee the completion of all responsibilities related to fraudulent activity monitoring, financial investigations and loss prevention. Responsible for fraudulent transaction monitoring systems, procedures, processes and the approach across all QCRH chartered banks.
ESSENTIAL FUNCTIONS :
- Provide prompt, courteous, and excellent service to internal and external customers at all times. This includes an obligation to actively cooperate and interact with other departments and facilities to advance the overall interests of QCRH.
- Maintain solid understanding of all the bank's products, services, systems, customers, entities, and geographic locations, and the potential fraud risks associated with those activities in order to ensure appropriate procedures are in place to properly address the associated risks.
- Maintain external awareness of trends, information, and techniques related to transactional monitoring including knowledge of banking laws and regulations concerning fraud and help ensure they are communicated to appropriate levels of Management.
- Ensure fraudulent transaction monitoring process and approach across all QCRH charter banks to ensure compliance, adequate coverage, and appropriate risk mitigation.
- Ensure completion of financial investigations / transactional reviews related to alerted transactions or activities; whether system generated, manually identified or from a business line referral (with collaboration of all FI teams).
- Prepare, interpret, summarize, and transcribe complex oral, written, and automated communications pertaining to suspicious or fraudulent activity and transaction monitoring; create reports, flow charts, graphs and departmental forms, to assist with training, and identification of transactional patterns.
- Work with QCRH Risk Management and the Bank’s BSA / Security Officers to develop and implement policies, processes and procedures to ensure that the fraud monitoring and investigation approach complies with regulatory requirements and ensures appropriate risk and controls.
- Ensure the fraud monitoring and investigation properly addresses fraud and loss risks within all respective affiliates of QCRH charter banks.
- Assist with special projects, technical / system support, vendor relationships and other items as required.
- Assist as needed with regulatory change review, trend analysis, industry best practice for recommendations for ongoing fraud and investigations coverage in a complex and changing environment.
- Maintain education and professional expertise through attendance of job related seminars, conferences, and workshops.
- Hire, develop, motivate, and train staff, including planning and delegating work assignments and projects.
- Evaluate performance, administer quarterly touch points and deliver performance evaluations.
- Establish clear expectations and hold team members accountable to performance and behaviors aligned with our culture.
- Understand and administer compensation based on a pay for performance philosophy, including merit increases and variable pay.
- Comply with all company or regulatory policies, procedures and requirements that are applicable to this position.
- Perform assigned responsibilities with minimal supervision, consistent with established procedures to maintain a favorable Bank image and customer satisfaction.
- Develop and maintain cooperative working relationship with all banks and internal Group Operations and contribute to a productive results-oriented climate.
- Maintain awareness of policies, procedures, and regulations which impact the services being provided to customers by the Bank.
- Ensure the confidentiality of all information handled in the position.
- Participate in community engagement events. This can include professional, civic and community groups.

The following compensation and benefits information is provided pursuant to applicable pay transparency and compensation posting laws.
The anticipated starting salary range for this position is $120,000-$125,000 annually. The actual starting salary or hourly wage will be based on qualifications and business needs and may vary, as permitted by applicable state law.
This position is a regular full-time position, and individuals employed as regular full-time, are eligible for the following benefits subject to the terms, limitations and conditions of each benefit plan : Health, Dental, Vision, Life Insurance, Disability Insurance, FSA, HSA, 401K, Employee Stock Purchase Plan, Paid Time Off, Paid Holidays and additional Voluntary Supplemental Insurance.
