POSITION SUMMARY AND PURPOSE
The Senior Project Manager (SPM) is responsible for Q2 Impact’s project(s) delivery, responsible for core contractual, financial, management, and administrative functions as well as for providing technical support and contributing to business development efforts, as appropriate. The ideal candidate brings specialized knowledge and experience in USAID project management, exercising sound judgment and the ability to perform duties with minimal guidance or supervision. The SPM ensures consistent implementation of systems, policies, and procedures to ensure operational excellence, effective project and financial management, and high-quality coordinated support from the home office to projects teams. This position reports to the Project Director and may also supervise Project Managers and Coordinators, when applicable. The preferred location for this role is in the Washington, DC Metropolitan area.
PRIMARY RESPONSIBILITIES
Project Management
- Acts as primary point of contact between the project office and home office Contracts and Compliance, Finance and Accounting, Human Resources, Communications, Business Development, and IT teams for the projects.
- Works closely with field teams to provide operational guidance, ensure alignment with project goals, and resolve challenges in project implementation.
- Ensures effective and efficient project operations and management of resources.
- Tracks project performance against key indicators, work plans, and budgets, ensuring timely and high-quality deliverables to clients.
- Ensures contractual, administrative, and financial compliance with Q2 Impact’s policies and procedures, USAID rules and regulations, and host country laws, including labor laws and policies, tax reporting regulations, and audit requirements.
- Monitors and reports project(s) risks (e.g., financial, operational, security, and reputational) and suggests solutions to minimize and mitigate risk.
- Liaises with USAID Contracting / Agreement Officer or Contracting / Agreement Officer’s Representative as needed and resolves company level issues that arise with project partners.
- Drafts, reviews, and manages approvals for contract related instruments and deliverables related to consultants, subcontractors / sub awardees, service providers, and other partners.
- Ensures procurement and asset management comply with Q2 Impact and USAID requirements.
- Provides financial management of project(s) – including, but not limited to, developing and managing complex project budgets and subcontractor / subaward budgets; creating and managing projections and monthly burn rates; and managing partner and client deliverable, invoices, and payments - to meet financial performance targets in conjunction with project office.
- Assists in developing, updating, and improving operational procedures, policies, tools, recordkeeping, and duties to improve consistency, efficiency and promote best practices in project management and support.
- Supports the identification and mobilization of project level consultants, employees, and home office project management staff.
- Supports the development of security strategies, plans, and processes.
- Visits project offices to monitor and support project operations and implementation, such as conducting training; conducting or responding to audits; providing input to work planning; conducting technical research; and performing other relevant tasks.
