Position Overview
QinetiQ US is looking for a Mid-Level Technical Analyst / Portfolio Manager to support our client in Falls Church, VA. The Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) Rapid Defense Experimentation Reserve (RDER) accelerates innovation and modernization efforts to compete with a peer / near-peer adversary through the development of combined capabilities that support the Joint Warfighting Concept (JWC). RDER development and experimentation efforts push innovative technologies across the “valley of death,” providing fieldable end-to-end mission capabilities for Services and joint application more quickly than traditional acquisition.
RDER facilitates rapid modernization of the force by supporting and encouraging multicomponent experimentation through a campaign of learning. Services, Agencies, and other participating organizations identify “best of breed” capabilities developed among the Department of Defense (DoD) prototyping programs, and execute approved projects through large-scale experiments in order to refine and / or validate the JWC. RDER ensures that experimentation efforts are threat-informed, aligned to the JWC, and executed using mission integration management best practices.
The goal and focus of RDER is facilitating multi-component experimentation designed to accelerate innovation and modernization efforts to compete with peer and near-peer adversaries. Efforts and experiments are designed to validate and accelerate required capabilities enabling the JWC; facilitate rapid modernization of the force; inform budget decisions that effect changes throughout the Department; and foster collaboration among Government laboratories, academia, commercial research, and innovation institutions. RDER will execute threat informed system-of-systems experiments to fully address joint capability gaps and serve as an integrating effort for DoD and Service prototyping capabilities.

- Support operational and technical assessments of technology and operational concept developments / demonstrations, and capability fielding in the following areas : Persistent ISR / Battlespace AwarenessBMC3Resilient CommunicationsElectronic WarfareForce Protection / SustainmentContested LogisticsAutonomous SystemsSpace CapabilitiesSensors
- Analysis and evaluation of the effectiveness of capability / technology demonstration programs, its program management, and execution effectiveness.
- Support Government Portfolio Managers (GS-15s) and SA / PMs in evaluating the efficacy of technological and programmatic approaches to technology development in the above-mentioned functional areas.
- Support will include conducting research on relevant technology developments in the DOD and private sector to understand the state of the art and identifying subject matter experts for the government to consult.
- Assist proposal teams in preparing and submitting documentation that addresses technology maturation approaches, capability deliverable definition, and transition strategies.
- Assist teams in establishing project plans that represent low financial execution risk, yet adherence to DOD Comptroller obligation and disbarment rate benchmarks.
- Perform these described duties for approximately 10-20 individual prototyping projects in the above-mentioned functional and technology areas.
