Title: Public Affairs, Government and Cooperation Attaché

The Government of Québec operates thirty-four representations worldwide with nine offices in the United States including: Atlanta, Boston, Chicago, Houston, Los Angeles, Miami, New York and Washington DC. Opened in 2025, the Québec Government Office in Seattle (DQSea) covers 6 states in the Pacific Northwest: Washington, Oregon, Idaho, Alaska, Wyoming and Montana. Its mandate is to support the economic development of Québec by increasing exports, attracting foreign direct investment (FDI) and promoting governmental cooperation, specifically in the environmental and climate change sectors.

Role description:

Under the direction of the Delegate, the attaché is responsible for government relations, public affairs and cooperation in the environmental, cultural and Francophonie sectors. In this role, she/he organizes activities and public events that promote Québec’s interests and priorities which aim to increase Québec exports and cross-border trade, specifically those pertaining to aerospace, green economy, transportation, climate change, innovation, the environment, and life sciences.

The attaché:

  • Maintains and develops the DQSea’s network of contacts consisting of governors, state legislators and their staff, journalists, heads of key sectors in public administration, including economic development agencies and regulated industries such as power suppliers.
  • Forges partnerships with tech hubs, major public affairs forums (think tanks), political and economic forums such as chambers of commerce and industry associations, Canadian Studies Centers to identify opportunities for joint projects.
  • Acts as a liaison between Québec agencies and their regional partners, from public administrations, municipalities and key decision-makers to private political and economic organizations.
  • Identifies political and economic leading figures with strong potential for collaboration in Québec’s priority sectors.
  • Identifies and proposes appropriate forums for interventions by the Québec government, more specifically by the delegate, Québec representatives or attaché. Contributes to the drafting of speeches and presentations.
  • Pursues fruitful collaborations with the different foreign consulates in the region, including those of Canada (Seattle and Denver).
  • Monitors and analyzes the legislative, political and economic developments in the Pacific Northwest.
  • Avails of various legislative and economic database software programs to identify issues and business opportunities for both departmental authorities and Québec companies wishing to penetrate the Pacific Northwest market, particularly in government procurement.
  • Participates in interviews, conferences, symposia, etc. and produces analytical reports.
  • Collaborates in organizing official missions of the Premier and other Québec ministers to the territory, and visits to Québec by US personalities. Contributes to developing the program of activities, including setting up high-level meetings, and preparing briefing and interview notes and other relevant documents.
  • Coordinates the organization of different public relations events and supports Francophonie and cultural collaborations.
  • Maintains communication tool Web 2.0 of the DQSea, to promote future and past activities.
  • Produces and distributes communications adapted and pertinent to the target audiences.
  • Maintains updated inventory of available promotional materials and documents.

Requirements:

Must be a US citizen or Green Card holder

University degree (minimum B.A.)

Proficient English, intermediate French

One year minimum of relevant experience preferably in the field of Government and Public Affairs, Communications, Public Procurement or Business Development

  • Performs job responsibilities and objectives in autonomous manner
  • Strong verbal and written communication skills in both English and French;
  • Ability to condense complicated regulatory or legislative language into concise, clear form for written or oral presentation to Québec officials.
  • Extensive knowledge of Québec society, its history, politics, institutions, culture and economy; knowledge of the Québec government and its development policies and international challenges, particularly in relation to the US.
  • Extensive knowledge of American society, specifically the Pacific Northwest, its history, political institutions, its trends and challenges.
  • Knowledge of international agreements between Québec and the US, and to a certain degree, between Canada and the US.
  • Capacity to develop a network of contacts in Québec and the US, specifically in the Pacific Northwest.
  • Ability to work both independently and collaboratively.
  • Ability to prioritize, set and meet appropriate deadlines.
  • Strong research, prospecting, communication and relationship management skills.
  • Excellent organizational and project management skills.

Hybrid Remote

Note that this is a Hybrid remote job that combines on-site work at a specific address with some remote flexibility.

The successful candidate will be required to undergo security verification.
