The Program Manager will provide overall guidance to the project and will be the primary interface between the government and the contractors. The PM must meet or exceed the following qualifications :
1. Project Management Professional (PMP) and / or Certified Information Systems Security Professional (CISSP) certification and a minimum of seven (7) years total project management related experience and 3 years of experience as a Program Manager supporting a “large” civilian or governmental program.
2. Minimum of 5 years’ experience with the Cybersecurity industry to include policies and procedures, technical standards, and methods.
3. Minimum of 7 years’ experience with MS Project, SharePoint, and other project management tools.
4. Minimum of 7 years’ experience coordinating the efforts of subcontractors, team members.
5. Minimum of 7 years’ experience with general management and auditing techniques for identifying problems, gathering, and analyzing pertinent information, forming conclusions, developing solutions and implementing plans consistent with management goals.
6. Minimum of 5 years’ experience in planning, managing, and providing guidance on Systems Engineering and Data Analysis tasks.
7. Minimum of 7 years’ experience and accountability for the technical correctness, timeliness and quality of deliverables, and the implementation and measurement of corporate and client quality standards and methodologies.
- Develop and maintain strategic plans.
- Perform needs analysis to determine opportunities for new and improved security process solutions.
- Provide enterprise cybersecurity and supply chain risk management guidance for development of the Continuity of Operations Plans.
- Ensure that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with agencies goals.
- Act as a primary stakeholder in the underlying information technology operational processes and functions that support the service, provide direction, and monitor all significant activities so the service is delivered successfully.
- Manage the internal relationship with information technology process owners supporting the service, assisting with the definition and agreement of Operating Level Agreements. Participate in the acquisition process as necessary.
- Lead and oversee budget, staffing, and contracting. Supervises project managers.
- Knowledge of resource management principles and techniques.
- Knowledge of risk threat assessment.
- Knowledge of service management concepts for networks and related standards.
- Knowledge of information technology acquisition / procurement requirements.
- Knowledge of the acquisition / procurement life cycle process.
- Experience briefing senior customer personnel.
- Ability to organize and prioritize numerous customer requests in a fast-paced deadline driven environment.
