Basic Function :

The Data Scientist collects and analyzes complex data and has the ability to translate data insights into action. S / he uses advanced statistical and analytical techniques such as data mining, algorithms, machine learning principles, and statistical techniques to extract insights from large, complex data sets, and develops data-driven solutions to support business decisions and operations.  The Data Scientist has the ability to extract meaning from data, uncover insights and identify opportunities to inform decisions.   Collects and analyzes statistics and information from multiple sources to spot trends and communicates informed conclusions and recommendations to stakeholders within and outside of the organization.

Organizational Relationships :    Reports to the Director of Analytic Resources

Role and Responsibilities :

  • Contributes to the strategic and statistical thinking in relevant project teams.  Collects and analyzes statistics and information from multiple sources to spot trends and to gain maximum insight and communicates informed conclusions and recommendations.
  • Develop and implement algorithms and models to extract insights from data and improve decision-making processes.
  • Conducts statistical modeling and experiment design, and tests and validates predictive models.
  • Monitor and evaluate the performance of data models and algorithms, and make necessary improvements or adjustments.
  • Writes detailed specifications for analysis files, programs, accuracy checks.
  • Collect and analyze large, complex data sets using a variety of tools and techniques, including statistical analysis, data mining, machine learning, and predictive modeling.
  • Collaborate with cross-functional teams, including business stakeholders, product managers, and other data scientists, to identify business needs and opportunities and develop data-driven solutions.
  • Collaborates with the project team to develop, refine, and scale data management and analytics procedures, systems, workflows, best practices, and other issues.
  • Supports the development of a data warehouse designed to enable and support business intelligence activities.
  • Communicate findings and insights to non-technical stakeholders through visualizations, reports, and presentations.
  • Strategizes and identifies unique opportunities to locate and collect new data, explores and mines data from many angles, and determines what it means.
  • Ensures the integrity of databases used in analyses through data cleaning and data backup.
  • Leads and supports research, data analyses, and interpretation of results to enable generation of manuscripts for submission to peer-reviewed publications, trade journals and white papers.
  • Serves as an integral member of project teams by attending and participating in team meetings and contributing to the development of improved interventions and programs.
  • Stay up-to-date with the latest trends and technologies in data science, machine learning, and artificial intelligence.

Skills / Professional Competencies Required :

  • Strong problem-solving and critical thinking skills to identify business needs, formulate hypotheses, and develop data-driven solutions to complex problems.
  • Knowledge of the health care delivery system and familiarity with administrative claims data.
  • Experience in giving presentations, data visualization, writing technical reports, and presenting technical concepts and results in a manner that is understandable to other technical and non-technical stakeholders
  • Experience with development of predictive models involving clinical, biological, or health-related datasets.
  • Knowledge of research design and statistical methods and techniques.
  • Proficient in a variety of technical skills, including data analysis, statistical modeling, programming languages (such as Python, R, SQL, or Java), machine learning, and data visualization. Knowledge of big data platforms and cloud computing.
  • The ability to collaborate with cross-functional teams and work in an agile development environment.
  • Proficient understanding of statistical techniques and ability to apply appropriate technique to project scenario.
  • Knowledge of state and federal laws, rules, and regulations which apply to the area of assignment (e.g., confidentiality).
  • Excellent organization skills with the ability to multi-task by setting priorities among a number of conflicting demands.
  • Demonstrated skill to break down, synthesize and understand complex problems, define a solution, and implement it using advanced qualitative and quantitative methods.
  • Minimum Education / Training Required :    Bachelor’s degree from accredited college or university in biostatistics, mathematics, economics, statistics, computer science, quantitative social science, or a related field.

    Minimum Experience Required :    Two or more years of advanced data analysis experience and expertise in diverse statistical, data mining techniques and technologies.  Experience in healthcare or relevant area strongly preferred.

    Substitution(s) :   Additional related experience may be substituted for the required education on a year for year basis.
