Job Description

QualX is seeking a Senior Capture Manager to join our Growth Organization. The Senior Capture Manager will have overall responsibility for managing and supporting opportunities through the capture phase, supporting proposal operations, and overseeing all capture activities to include scheduling, resource allocation and workload balancing, and staff support as needed. This role requires the ability to support the capture of multiple, simultaneous qualified opportunities in a collaborative environment and provide process leadership to capture strategic business opportunities. Capable of executing all aspects of the Capture Plan and Capture/Proposal process, the Senior Capture Manager is responsible and accountable for all capture activities from identification through contract award and transition.

Primary Responsibilities 

  • Lead capture activities by collaborating actively with executives, management teams, internal business units, Business Development personnel, partners, consultants, and subject matter experts to provide direction and support for capture efforts, driving bids and proposals (B&P).
  • Translate the win strategy into a capture plan, including win themes, discriminators, competitive analysis, price-to-win, and a customer engagement plan. • Develop a sound business case and value proposition based on customer requirements.
  • Create and update teaming strategies, including negotiating teaming agreements through completion.
  • Develop, modify, and update strategies, approaches, and plans that synthesize information regarding the customer, competitor, and the company’s strengths and weaknesses.
  • Establish and maintain common operating procedures for capture governance that align with business needs, and mature these processes as the company grows. Support the development and implementation of key business processes, artifacts, and templates for improved operations, participate in strategic planning, and contribute to advancing SOPs.
  • Collaborate with proposal management to develop winning proposals, ensuring that capture insights and win strategies are accurately reflected in the final product.
  • Support other business development and sales professionals (e.g., qualification research, editorial support, volume management, review participation) as needed, promoting a team-first capture and proposal organization.
  • Partner with Recruiting and HR to identify, recruit, and retain qualified resources.
  • Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RFQs, RTEPs, TOPRs, RFIs, etc.).
  • Conduct gap analyses, including capabilities, qualifications, technical requirements, and competitive positioning.
  • Engage directly with customer stakeholders to deepen customer insights, ensuring that capture activities align with customer pain points and priorities.
  • Contribute proactively to the opportunity pipeline by identifying and qualifying new opportunities with guidance from the Director of BD. Collaborate with BD personnel to monitor the pipeline continuously and adjust strategies as needed.
  • Develop and track key performance indicators (KPIs) for capture efforts, reporting progress and outcomes to the Director of BD and senior leadership. Use metrics to identify areas for process improvement and operational efficiency.

 

Job Requirements

Minimum Qualifications

  • Bachelor’s degree and 8 years of experience, including at least 6 years in federal business development, capture, or proposal management.
  • Proven track record in producing high-quality, high-scoring, and winning programs, projects, and proposals.
  • Strong interpersonal skills, including tact, diplomacy, and flexibility to work effectively with a diverse group of senior executives, managers, industry leaders, and government stakeholders.
  • Strong leadership skills with the ability to coach, lead, motivate, and influence others to support corporate goals and produce winning proposals within budget and schedule constraints.
  • Excellent writing, organizational, and communication skills.
  • Ability to work in high-stress, fast-paced environments to meet deadlines.
  • Capability to manage multiple projects simultaneously.
  • Ability to work with multi-faceted and often geographically dispersed teams.

Desired Qualifications

  • Proven ability to identify and establish mechanisms that enhance team productivity, efficiency, or service delivery across phases of the opportunity lifecycle.
  • Demonstrated leadership in developing, organizing, and executing significant capture activities, including building industry teams, assessing win probability, and ensuring timely execution of customer call plans to secure business with new and existing customers.
  • Knowledge of BD and capture management processes, including developing management, technical, and past performance approaches, cost volume management, teaming, pricing strategies, and competitive assessments.
  • Experience capturing communications, information technology, and human capital requirements.
  • Ability to understand profit and loss calculations and basic business finance.
  • Ability to help formulate winning technical, management, past performance, cost, and oral presentation strategies.
  • Familiarity with resources and information sources frequently used in the Federal contracting market to gain insights into potential opportunities.
  • Working knowledge of major federal contracting vehicles (e.g., GSA, OASIS, T4NG, STARS III, CIO SP3/4, and other GWAC/IDIQ vehicles, terms, and conditions).
  • Working knowledge of FAR and DFARS.
