POSITION OVERVIEW:


The Director, Project Controls is responsible for ensuring the effectiveness of financial controls, compliance, and risk management across Quanta Government Solutions (QGS). This role oversees the development, implementation, and verification of internal and business controls for processes, systems, financial reporting, and government regulatory compliance, ensuring alignment with corporate objectives and industry standards. The ideal candidate will have extensive experience in project controls, cost management, risk assessment, and compliance within large-scale EPC projects in the government solutions sector.


Key to this role will be the ability to effectively liaise between Senior Leadership, Project Management, Project Controls, and Project Accounting regarding both Cost Analysis and Planning/Scheduling functions to ensure appropriate financial control, project execution certainty and risk/performance management.


This position will be expected to manage and guide a small group of highly skilled project controls specialist.


Work assignments may include multiple concurrent projects. While not otherwise involved in project-specific work, the Director Project Controls will support other project and proposal efforts.


What You’ll Do:


General Project Controls Duties

  • Develop or modify Project Controls Execution Plan (PCEP), either in a standalone plan or part of the overall Project Execution Plan (PEP),
  • Manage staff development in project controls processes and procedures,
  • Adheres to internal and external standards, policies, and procedures,
  • Supports internal and external audits,
  • Responsible for ad hoc requests and inquiries, as required.


Project Controls Execution Duties

  • Lead the design, approval, and execution of financial control and compliance activities for the Major EPC Projects organization.
  • Ensure project cost, schedule, progress, manpower and productivity, risk management, change management and reports comply with internal Quanta and external government regulatory standards.
  • Develop and maintain robust project governance frameworks to support effective decision-making by establishing project controls policies, procedures, templates and execution plans.
  • Lead the development of broad-scale evaluation processes and business risk assessment plans for major EPC projects.
  • Oversee complex evaluation initiatives, including:
  • Establishing objectives and scope for financial and compliance assessments,
  • Evaluating control/compliance risks and evidence to mitigate project execution risks,
  • Ensuring adherence to the annual plan and industry best practices,
  • Establish internal and external reporting via interactive dashboards.
  • Engage with internal stakeholders, third-party auditors, and regulators to articulate project control and compliance posture.
  • Provide expertise in Financial Controls, Schedule and Risk Analysis, and Change Management related to EPC projects.
  • Oversee cost management, forecasting, and budget control for major capital projects.
  • Implement and manage earned value management (EVM), cost tracking, and variance analysis.
  • Ensure projects adhere to cost, schedule, and scope baselines, identifying and mitigating deviations.
  • Provide strategic input into the Business Unit's long-term objectives related to major EPC Program investments.
  • Develop and present executive-level reports, dashboards, and financial insights to Senior Leadership.
  • Support and oversee financial control activities related to project reporting and compliance processes.
  • Oversee and report variances, performance, and other project metrics, including Cost Performance Index (CPI), Schedule Performance Index (SPI), Manpower, Progress and Productivity metrics.
  • Interface with finance and accounting department regarding their reporting requirements for forecasting all revenue and project cost expenditure, revenue recognition, customer invoicing, cash flow and cash calls.
  • Solely responsible for all cost analyst duties on a project or portfolio of projects.


What You’ll Bring:


  • Bachelor's degree in Engineering, Finance, Business, or a related field.
  • 20 years in project controls, cost engineering, or financial governance, with a strong background in major EPC projects portfolio.
  • Advanced proficiency in cost management, project cost forecasting, and risk analysis.
  • Expertise with managing and reporting data from project controls tools (Primavera P6, JDE, EcoSys, and earned value management (EVM)).
  • Strong understanding of regulatory and compliance requirements for EPC project execution.
  • Strong knowledge of Microsoft Office Suite especially dashboard reporting and Power BI.


Preferred Experience and Education

  • Experience leading project controls for a Major EPC Projects organization.
  • Extensive knowledge of EPC (Engineering, Procurement & Construction) execution models.
  • Experience in government solutions projects.
