Systems Administrator - Identity and Access Management

POSITION OVERVIEW:

We are seeking a skilled professional with expertise in Microsoft Active Directory and Azure/Entra identity technologies. Our Directory Services Branch manages multiple user forests and domains within a large-scale distributed directory infrastructure that includes both on-premises and multi-vendor cloud components. This ensures technology users across the Executive Branch and the public can authenticate to systems supporting essential services.

POSITION HIGHLIGHTS:

• Citizenship Requirement: U.S. Citizenship is mandatory.
• Work Arrangement: Full-time remote; however, candidates local to Frankfort, KY, with on-site availability are highly preferred.
• Work Schedule: 40 hours per week (8-hour days) with flexible start/end times between 7 AM - 6 PM EST.
• After-Hours Support: Occasional evening, weekend, and on-call phone rotations are required to support critical issues or scheduled maintenance.
• Contract Type: Full-time contract with no defined end date unless organizational needs change.
• Interview Process: Conducted via Microsoft Teams with a required camera presence.

KEY RESPONSIBILITIES:

• System Maintenance: Collaborate with technical teams to ensure optimal functionality and availability of enterprise identity directories.
• Innovation: Research, design, and implement best practices for Active Directory and Entra ID IAM technologies, including: ADFS, Entra ID Connect, Single Sign-On, Microsoft Identity Manager (MIM).
• Documentation: Develop detailed technical documentation, processes, and procedures for Directory Services technologies.
• Technical Consultation: Provide expert guidance to internal teams on identity and access management (IAM) solutions.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

• Enterprise Identity Management: Minimum of 6 years managing enterprise identity in large-scale environments (5,000–10,000 users).
• Hybrid Identity Solutions: At least 4 years designing and implementing hybrid identity solutions (e.g., Entra ID, Azure AD Connect, MIM, ADFS).
• Active Directory: 8 years working with multi-forest/multi-domain Active Directory infrastructures.
• Collaboration: Strong ability to work in a highly cooperative and collaborative environment.
• Initiative: Self-motivated with the ability to manage tasks proactively.
• Customer Service: Dedication to delivering exceptional support and service.
• Time Management: Skilled in prioritizing and managing multiple responsibilities.
• ITIL Standards: Familiarity with ITIL frameworks and processes.
• Active Directory Expertise: Proficient in managing complex Active Directory implementations, including DNS, DFS, and Group Policy.
• Hybrid Identity Solutions: Expertise in designing and maintaining hybrid identity infrastructures.
• PowerShell: Advanced scripting and automation skills using PowerShell.
• PKI & Certificates: Knowledge of Public Key Infrastructure (PKI) and certificate lifecycle management.
• Identity Federation: Experience with Single Sign-On technologies such as SAML, OIDC, and OAuth.

PREFERRED CERTIFICATIONS:

• Microsoft Certified: Identity and Access Administrator Associate
• Microsoft Certified: Azure Security Engineer Associate
• Microsoft Certified: Azure Administrator Associate
• CompTIA Security
• Additional identity security-related certifications are a plus.
