Mission
Quantum is seeking an International Export Analyst in support of APEO International. Mid-level analyst knowledge ability and credentials. Duties include: Review Pre-Letter of Request (Pre-LOR) and for Foreign Military Sales (FMS) Cases that will need higher release authorities. Review LORs that will require System Integration of Air and Missile Defense Systems, and review and assess Technical, Programmatic, and Logistics requested support for Pre-LOR, LOR to LOA Development, and FMS execution and coordination activities IAW defined regulations. Assist PMOs to ensure execution and support implements the total package approach philosophy for all FMS Cases for which the United States has agreed to provide goods and services for Military purposes. Understand the non-Standard offer of systems and capabilities by the Program Management Offices (PMO) and Original Equipment Manufacturers (OEMs) and properly staff technical packages for their review. Coordination with PMOs, Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA-DE&C), ASA (AL&T), U.S. Army Security Assistance Command (USASAC), Security Assistance Management Division (SAMD), Defense Security Cooperation Agency (DSCA) and other Services as required/needed.
Responsibilities
Support to APEO-I Security Cooperation & Integration Team (SCIT) FMS processing team that is responsible for the receipt, monitoring and routing of all FMS tasks entering the Program Executive Office Missiles and Space (PEO M&S) from the Security Assistance Management Directorate (SAMD). The FMS Processing team serves as the interface with the Security Assistance Management community to all requirements related to the PEO. This includes request for information, case development activities and other related actions. By establishing this formal process of receiving and tasking the PMOs, APEO International gains better visibility and metrics into the workload the PMOs receive from their SAMD counterparts.Serves as the lead PEO M&S APEO International Mailbox for SACO tasks requested by SAMD. Submit and assign new SACO taskers to PEO M&S Team Track site. Review SACO request for proper documentation from PMO and country before entering team track. Correspond daily with SAMD and POMs to effectively support FMS case requirements. Track progress of SACOs tasked from initial request to completion. Update, edit and manage SACO request form in Adobe Acrobat Pro. Serves as a SCIT representative to Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA-DEC) and the EUCOM Response Integration Team for the coordination of 60 Presidential Drawdowns (PDs) and 13 Ukraine Security Assistance Initiatives (USAI) cases in support of EUCOM efforts. Updates PD roll-up spreadsheets on NIPR and SIPR, USAI case status updates, requests for information, and provides data printouts to senior leaders. This large effort requires extensive attention to detail with the Security Assistance Enterprise (SAE). Responsible for updating monthly Metrics & Measures charts, PEO staff call charts and SCIT staff call charts to leadership. Responsible for completing weekly report and sending out to APEO-I division chiefs and SAMD division chiefs for review. Coordinates as the point of contact for visits of foreign nationals to U.S. contractor and government facilities through the PEO MS FDO and Security Offices. This involved meticulous planning and seamless execution to ensure a smooth and productive engagement. Work with Security Assistance Enterprise (SAE) and other Staff Agencies as well as the international teams in each Project Office to synergize efforts and ensure consistent messaging, objectives, and goals and provide information flow both up and down the SAE chain. Maintain effective working relationships between all US Government and US industry organizations to ensure the successful execution of FMS products Assist with all action item resolutions & taskings, prepare briefings for PEO M&S leadership and to higher headquarters, conduct technical/programmatic review of all documentation, review US government technical assistance costing, and LOA data inputs from industry (when needed) Input analysis for plans and recommends control methods to be used, which will ensure management practices are implemented and metrics are developed to quantify LOR/LOA development targets Determines any other relative information needed, its source, and the methods of obtaining program objectives are accomplished in a timely and effective manner Assist in drafting Exceptions to Policy letters and staffs Delegation of Disclosure Authority Letters for approval Preform other duties as assigned as they relate to this effort and contract.
Required Skills And Qualifications
Current DoD SECRET clearance preferred and must maintain an active clearance (Must be a US citizen and successfully complete a U.S. government background investigation).BS / BA degree from an accredited college/university in relevant field of study with 4 years of experience; Master a plus MS office (Word, Excel, PowerPoint, SharePoint, Outlook) and relevant software skills Ability to communicate in both oral and written methods to conduct briefings and write detailed reports, and minutes Foreign Military Sales (FMS) experience in either case execution, or case development/management and programmatic efforts.
