Job Title: Health Administrator
Department: Administration, ANAV Tribal Health Clinic

Classification: Full-Time, Regular, Exempt
Reports to: QVIR Tribal Administrator and Health Board
Salary: $43.27-$57.69 per hour, DOE
Primary Purpose
Under the direction of the Tribal Administrator and Health Board, the Health Administrator will oversee the daily administrative operations of the clinic including implementing procedures to optimize patient care and community wellness. This position will develop, implement and monitor strategies, policies and programs that address physical, cultural, social, and emotional wellbeing of community members utilizing traditional and cultural practices to address health disparities that exist within our service delivery area. The Health Administrator will create, design, implement, oversee and report on all projects which pertain to the goals and objectives of the Clinic, the Health Board, QVIR Business Council and the Quartz Valley Indian Reservation General Council.
Specific Responsibilities
1. Oversee all Clinic functions, including grant administration, financial oversight, program planning and employee and patient relations.
2. Manage and direct Clinic Directors and/or assigned staff.
3. Supervisory responsibilities, in accordance with QVJR's HR policies and procedures, include interviewing, hiring and training employees; planning, assigning and directing work; performance management; employee relations and addressing complaints and resolving problems.
4. Responsible for tracking and ensuring licensed/certified staff maintain licenses and are in good standing.
5. Administers grants of the Clinic to ensure results and oversees grants administered by Directors or Managers meet the overall goals and objectives established within the scope and purpose of the grants.
6. Evaluates the effectiveness of programs, identifies administrative areas of needed improvement and identifies and implements solutions and recommended courses of action.
7. Responsible for managing the clinic's budget, billing system, and inventory.
8. Responsible for timely submission of the Clinic and Provider credentialling.
9. Responsible for applying for AAACH accreditation and operating the clinic in a manner consistent with accreditation standards.
10. Assists in negotiations of Health Board approved contracts, grant agreements and contracts for services or leases.
11. Assess the needs of the I.H.S. CHSDA patient population and plan for service delivery to meet those needs.
12. Assist patients in resolving concerns with Clinic Programs, Policies and staff.
13. Provides Cultural Competency Training to employees to ensure alignment with Tribal Values in service delivery.
14. Manages internal and external communications and answering queries about the clinic.
15. Attends meetings as requested or approved by Health Board.
16. Provides reports to Health Board as requested.
17. Perform other related duties as assigned by the Tribal Administrator or Health Board.
Supervisory Responsibilities
This position supervises 6 or more department heads and program managers. Each department head or program managers supervises up to 8 staff members. This position is responsible for staff evaluations, program and budget development, disciplinary action, and staff training.
Education and Experience Requirements
Education and Experience:
· One of the three following: (1) a Master's Degree in Health Care Administration, Business Administration, Public Health Administration, or related field, and two years of supervisory experience in Tribal clinic operations or in a related administrative capacity; OR (2) a Bachelor's Degree in Health Care Administration, Business Administration, Public Administration, or related field and five years of supervisory experience in Tribal clinic operations or in a related administrative capacity; OR (3) a combination of supervisory experience in Tribal Clinic Operations or in related administrative capacity, and education may be considered. Required
· Experience working with non-profit organizations, community groups serving ethnic minorities, elderly and low-income individuals. Required
· Experience in clinical supervision, program direction and program management.
Proficiencies:
· CPR certification within 90 days of employment.
· Read, understand, and apply written policy, procedures and directions.
· Ability to effectively use a variety of computer programs needed to perform duties.
· Adherence to confidentiality and HIPAA policies and procedures.
Other Requirements
· Must be able to pass background check.
· Must adhere to Tribal drug and alcohol policy, including pre-employment drug and alcohol screening.
· Must have a valid driver's license and insurable under the Tribe's insurance policy.
