Job Title: Utility Foreman
Job Summary:
The Utility Foreman is responsible for overseeing and coordinating sanitary and storm sewer and water main line installation projects, ensuring work is completed safely, efficiently, and in compliance with industry standards. This position provides hands-on leadership to the utility crew, ensuring quality workmanship and adherence to project timelines while maintaining a strong focus on safety and regulatory compliance.
Reporting & Supervision:
- Reports to: Utility Manager
- Direct Reports: Utility Crew Members
Key Responsibilities & Duties:
1. Crew Leadership & Coordination:
- Supervise and direct utility crew members on storm sewer and water main line installation projects.
- Assign daily tasks, ensuring work is performed safely, efficiently, and according to project plans.
- Monitor crew performance and provide coaching or training as needed.
- Ensure all crew members follow safety protocols and company procedures.
- Complete and submit daily job timecards for the crew, ensuring accurate reporting of hours worked.
2. Project Execution & Quality Control:
- Oversee the installation, repair, and maintenance of storm sewer and water main lines.
- Read and interpret blueprints, plans, and specifications to ensure project accuracy.
- Conduct inspections to verify proper depth, slope, and connections for water and sewer lines.
- Ensure all work meets local, state, and federal regulations, as well as company standards.
3. Equipment & Material Management:
- Ensure the proper use, maintenance, and care of equipment and tools.
- Coordinate with the Utility Manager and suppliers to ensure materials are available when needed.
- Identify and report any equipment or material needs to avoid project delays.
- Ensure pre-shift inspections are conducted daily on all equipment used on-site.
4. Safety & Compliance:
- Enforce company safety policies and procedures to prevent accidents and injuries.
- Conduct daily safety briefings and ensure all crew members wear proper PPE.
- Monitor job site conditions and correct any hazards immediately.
- Maintain OSHA standards and regulations for trench safety.
- Ensure compliance with environmental regulations and best practices for utility installation.
- Complete and submit a daily Job Safety Analysis (JSA) to identify and mitigate potential hazards before starting work.
5. Communication & Coordination:
- Communicate regularly with the Utility Manager on project progress, challenges, and resource needs.
- Coordinate with other site supervisors, contractors, and inspectors as necessary.
- Keep accurate records of work performed, including daily logs and crew timekeeping.
6. Training & Development:
- Provide on-the-job training for crew members to improve skills and efficiency.
- Mentor new employees and support ongoing skill development within the team.
- Identify opportunities for process improvements and recommend best practices.
Qualifications & Experience:
- Preferred 2-5 years of experience in underground utility installation, specifically sanitary and storm sewer and water main lines.
- in a similar role.
- Strong knowledge of construction methods, materials, and safety standards for utility work.
- Ability to read and interpret blueprints, specifications, and project plans.

Tools & Equipment Used:
- Excavators, loaders, and trenchers.
- Hand tools, pipe cutters, and compactors.
- Surveying and measuring instruments.

Job Type: Full-time
Pay: From $28.00 per hour
Expected hours: No less than 40 per week
