Contractor Quality Control Officer (CQCO)
GENERAL DESCRIPTION:
This position is responsible for effective implementation of the Safety and Quality Control programs for R&D’s shop and field maintenance work on the Tennessee Tombigbee Waterway Project. Plans, organizes, schedules, performs and/or directs scheduled and random inspections (quality and safety); safety/quality tracking and reporting; provides coaching, coordination, etc. The work is conducted with considerable independence, but works in close collaboration with the Project Manager while reporting directly to the corporate office. Other duties include submitting records and reports associated with the Quality Control Program and the Safety Program; maintaining administrative oversight of environmental products, assisting with property and inventory control process; etc. Supervisor to the Safety/Quality Inspector.
ILLUSTRATIVE TASKS / RESPONSIBILITIES:
  • Plan and implement training in work site safety practices and methods including weekly, supplementary, and tool box safety training meetings.
  • Full understanding of the Quality Control Plan and the Accident Prevention Plan for the project.
  • Conducts inspections of work (shop & field) for craftsmanship, materials compliance, and safety of work and worksites; as applicable, inspect project facilities for maintenance planning.
  • Provides written safety and quality control reports to the Corporate Office, the Project Manager, the customer (and other recipients as directed) listing inspection findings of work activity, safe work practices, etc.
  • In conjunction with corporate staff, write and/or update AHA/JSAs, and site-specific Accident Prevention Plans (EM385-1-1 compliant) for special work projects.
  • Assists with Work Order closeout process.
  • Monitors employee certifications/licensing status and assists Project Manager with planning of training/certification activity to assure that required certifications/licenses are current.
  • Submits monthly summary reports, and other reports as required; Other administrative duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Comprehensive knowledge of modern developments, principles and practices of all phases of U.S. Army Corps of Engineers’ contract operations for the project, including quality and safety.
  • Comprehensive knowledge of the occupational hazards, safety standards, and safety precautions pertaining to industrial work operations.
  • Knowledge of the materials, methods, practices and equipment used in the repair and maintenance of project facilities, including ability to maintain technical references, SDS files, safety training materials, etc.
  • Ability to inspect simple to moderately complex maintenance procedures, construction, equipment maintenance and repair, mowing and cleaning activities, etc., for craftsmanship and quality parameters, and make detailed technical inspections, and recommend corrective action.
  • Ability to plan and organize the work in a large geographic area and supervise a remotely-located inspector.
  • Ability to effectively relate, and communicate effectively both orally and in writing) with employees, citizens, corporate personnel, and the U.S. Army Corps of Engineers project and district personnel.
  • Proficient in MS Office (Outlook, Excel, and Word) and Adobe Acrobat DC (or equivalent).
MINIMUM QUALIFICATIONS/REQUIREMENTS:
  • Minimum of five (5) years progressively responsible experience in the field of quality control and industrial/construction safety including inspections relative to general construction, heavy civil and recreation maintenance, cleaning, or related fields. Prefer ten (10) years as well as lock & dam experience.
  • Experience with USACE EM 385‐1‐1, industrial/construction safety programs, applicable OSHA regulations, including the ability to interpret the various sections applicable to the work requirements of the contract.
  • Have, or obtain in the first 90 days, certificates in OSHA‐30, EM385‐1‐1, and USACE CQM. Continuing safety education annually necessary to maintain qualification as an SSHO.
  • College degree and/or applicable technical or administrative training, or a combination of five (5) years of direct QC and safety experience plus applicable quality control and safety certifications.
  • Federal government security procedure awareness. Must pass a comprehensive federal government background check and qualify for issuance of a DOD Common Access Card.
  • Clean driving record and valid driver’s license.
  • Facility inspection procedures and component replacement procedure experience.
  • Experience in all aspects of facility maintenance; general construction; maintenance of utility systems; maintenance, rehabilitation and construction of recreation facilities; large scale mowing and recreation and office facility cleaning; prefer experience with locks and dams;
  • Occasional overnight travel especially during outages and emergencies which may include evening and weekend work;
  • All Lock closures (and some outages) require 12-hour shifts and 7-day/week schedules, Scheduled closures typically for 21-30 days but may be longer, and may require overnight lodging depending on location of the closure.
PHYSICAL REQUIREMENTS:
  • Occasionally lifts/carries/pulls from 20 to 50 pounds.
  • Occasional climbing of ladders and working at heights.
  • Frequent walking, standing, balancing, kneeling, bending, handling, feeling, climbing, smelling and twisting; occasional crawling and reaching;
  • Occasional working in cramped and confined spaces.
  • Vision, speech, motor skills, and hearing sufficient to perform essential tasks including operating a motor vehicle.
