R&K has the opportunity at the 414th Combat Training Squadron to support the mission of Detachment One, 414th Combat Training Squadron (Det 1, 414 CTS) is to train United States Air Force (USAF) Personnel Recovery (PR) forces across the four functions and the five tasks of PR while facilitating integration with joint force, interagency, and multi-national participants at the operational and tactical level during large force PR exercises. RED FLAG-RESCUE (RF-R) is the primary exercise supported but future Det 1, 414 CTS exercises may assume new titles or additional PR training requiring contract support.
As part of R&K’s support to 414th (Det 1, 414 CTS) we are providing highly qualified, trained and experienced personnel to provide services in support of ACC exercise RED Flag-Rescue and other Personnel Recovery training events for five stages of an exercise; design, planning, preparation, execution, and evaluation services. To support the mission of Det 1, 414 CTS selected candidate will be responsible for the duties listed below.

Start Date: Anticipated Start Date 26 February 2025 Contingent upon Award
Duties: Manage all aspects of logistical requirements and bedding down of all forces tasked to participate in RF-R.
- Provide Director of Operations or designated representative with subject matter expertise for all facets related to logistical requirements for units tasked to participate in RF-R
- Plan, manage, track, and execute all associated logistics coordination tasks for RF-R or other Detachment One training events IAW the JELC or Joint Task Capability
- Production of all background papers, briefs, and reports as directed by Detachment government supervisors to include exercise Memorandum of Agreement (MOA) development for exercise logistics requirements and provisions.
- Coordinate with host base agencies and ACC to support and maintain oversight of all logistics requirements to include aircraft movement and bed-down support for all forces tasked to participate in RF-R. Coordinate with host base agencies up-loading and downloading of all cargo participants bring to RFR.
- Coordinate schedules for deliveries and other activities and assists with analyzing inbound supply plans and costs by mode of delivery. Coordinate and assist participants of Red Flag- Rescue exercise within bound and out bound delivery schedules, cargo cost and mode of delivery of cargo/equipment with host base agencies.
- Liaise with Points of Contact (POC) from units tasked to participate in Red Flag – Rescue.
- Coordinate attendance requirements, facility usage, read-ahead information and agenda distribution; assist registration and check-in requirements.
- Document/assess each event’s logistical requirements and shortfalls for exercise lead-up events (e.g., tabletop exercises, seminars, meetings) supporting Department of Defense (DoD) and Interagency exercise programs. Document lessons learned after each conference and exercise of the logistics requirement shortfalls.
- Assist with developing annual financial plan.
- Build the Deployments Requirements Manning Document (DRMD) and mandays requests to support exercise requirements. Coordinate with the Det 1 CC/DO to finalize and submit to ACC.
- Coordinate all GOV transportation requirements and lodging for exercise participants for all planning and execution functions.
- Provide acquisition logistics support to Program Managers and Program Executive Offices in accordance with DoD and agency logistics policies.
- Coordinate cost estimate worksheets funding authorization memos for augmentees to ACC for approval.
- Coordinate and manage meals for duration of exercise as needed.
- Interface with Detachment leadership and contractors to assure any agreements and exercise conditions are in compliance with federal law, Department of Defense Directives and Instructions (DODD, DODI), Air Force Instructions (AFI), cost effective, and within budget.
- Monitor and manage the logistics requirements during exercise execution.
- Coordinate with Host Base agencies for use of buildings for planning conferences and for durations of exercise.
- Ensure USAF Continuous Process Improvement (CPI) techniques utilized in all.
- JELC stages to ensure RF-R organizational learning in JELC Stage 5, capturing emerging future operational capacities, and coordinate with Lessons Learned manager to incorporate data into JELC Stage 1
- Maintain capability in loading, unloading, and securing equipment to vehicles in accordance with operations manuals, NTSB and Air Force standards.
- Operate government furnished vehicles and trailers in accordance with AFI 24-301 and DAVIS MONTHAN AIR FORCE BASE INSTRUCTION 24-302.
- Operate forklifts as required to complete logistics movement requirements for exercise operations. Forklift operation and certification maintained in accordance with applicable Air Force qualification and training program and includes normal and All-Terrain equipment with operating capacity up to 15,000 lbs.
- Coordinate logistics equipment support for Defense Reutilization and Marketing Services (DRMS) requirements.
- Coordinate with the Host Base with storage of hazardous materials, small arms, and ammunition for the duration of the exercise.
- Create reporting instructions for participants participating in the exercise.
- Create an air and ground cargo/pax movement plan with host base for the duration of the exercise.
- Coordinate logistics support at multiple locations for the duration of the exercise.
- Identify, collect, analyze, research, and provide logistics requirements and recommendations for accomplishing exercise training objectives.
- Other duties as required to facilitate exercise or Detachment One requirements.
Requirements, Relevant Knowledge and/or Skills Required:
- Seven years of DoD logistics experience and customer support within the last 7 years. Including but not limited to DRMD (Deployment Requirements Manning Document), creating PWS, exercise budgeting, MOA/ISA (Memorandum of Agreement / Installation Support Agreement) DRMS (Disposition Reutilization Management Service)
- Strong interpersonal communications skills and the ability to work on a multi-disciplinary level in coordinating requirements from other functional representatives. Strong interpersonal communication skills and the ability to work on a multidisciplinary level in coordinating analysis and management of a JNTC accredited exercise program.
- Demonstrated experience with aircraft parking plans, Entry Authorization Letters (EAL) for base and flight line access, Foreign Visit Requests (FVR), and Government Purchase Agreements (GPA)
- Experience managing the execution of training or real-world operations to replace time-sensitive shortfalls in exercise execution logistics requirements.
- Requires or ability to obtain AF IMT 483 Certificate of Competency card flightline driving.
- Experience with briefing large groups of military/civilian personnel regarding arrival and departure of personnel and cargo, lodging, food, vehicle rentals, cost estimate worksheets, working space while participating in exercise.
- Experience establishing bases supply accounts.
- Experience with USAF equipment accounts forms and procedures.
- Experience with USAF ground and air transportation requirements and procedures regarding hazardous material and ammo restrictions/limitations.
- Experience with USAF purchasing and procurement process and forms including but not limited to GPC, ECARS, base contracting, and PBR.
- Experience with USAF COMSEC regulations and procedures including management of COMSEC equipment and storage procedures.
- Experience with USAF VCO program and procedures for safe use and maintenance of government vehicles and trailers.
- Experience with M4S and ACC cost estimate worksheets forms and policies.
- Experience with USAF policies and procedures with ordering aircraft parts.
- Experience with USAF aircrafts protection levels (PL) policies and procedures.
- Experience and able to get 10K -15K forklift qualified.
- Experience with All Partners Access Network (APAN), Microsoft SharePoint, or equivalent
- Experience working with hazardous materials and safety data sheets (SDS).
