The Freight Fraud & Carrier Compliance Manager is responsible for leading the overall strategy, processes, and risk management related to carrier qualification, compliance, and fraud prevention within the company’s logistics brokerage operations. This role ensures that all partner carriers meet regulatory and company standards while mitigating risks associated with freight fraud, including double brokering, cargo theft, and financial scams.
This is a full-time, in-office position requiring hands-on collaboration with internal teams, carriers, shippers, law enforcement, and industry fraud prevention networks. The manager will oversee a team responsible for vetting, onboarding, and continuously monitoring carriers, ensuring strict adherence to DOT/FMCSA regulations, insurance requirements, and internal compliance policies.
This role is critical to ensuring the company maintains a safe, compliant, and fraud-resistant carrier network while driving operational excellence and risk management.

Freight Fraud & Carrier Compliance Manager responsibilities and essential job functions include, but are not limited to the following:
Strategic Leadership & Risk Management:
- Develop and execute a comprehensive fraud prevention & carrier compliance strategy aligned with organizational goals and industry regulations
- Oversee the qualification, onboarding, and ongoing compliance monitoring of all partner carriers across domestic and international operations
- Establish key performance indicators (KPIs) and reporting metrics to track compliance effectiveness, fraud detection, and carrier performance
- Implement industry best practices to combat fraud schemes like identity theft, fictitious pickups, unlawful brokerage scams, and cargo theft
Fraud Prevention & Investigation
- Monitor freight transactions for signs of fraud, including identity theft, fictitious pickups, and double brokering
- Investigate suspicious activities, working closely with brokers, carriers, and shippers to verify legitimacy
- Implement fraud detection technology, AI-based monitoring tools, and real-time vetting systems to minimize risk
- Leverage data from industry fraud reports (TIA, CargoNet, Carrier411) to identify emerging threats and adapt fraud prevention strategies accordingly
- Collaborate with law enforcement agencies (FBI, CHP, Texas DPS) on investigations involving cargo theft and fraudulent activity
- Report fraudulent activities to industry organizations, including TIA Watchdog, CargoNet, and Carrier411
Carrier Qualifications & Ongoing Compliance:
- Ensure a thorough vetting process for all new and current partners, including safety ratings, insurance coverage, and operational history using DOT/FMCSA databases and fraud detection services (Carrier411, DAT CarrierWatch)
- Develop and enforce policies for carrier onboarding, compliance checks, and continuous monitoring
- Proactively identify and deactivate high-risk carriers based on safety, service, and fraud concerns
- Oversee carrier compliance audits and ensure all documentation is maintained in accordance with company and regulatory standards
Process Improvement & Technology Integration:
- Identify opportunities to enhance automation and efficiency in carrier onboarding, fraud detection, and compliance monitoring through advanced technology solutions
- Lead the integration of compliance workflows with TMS platforms, risk management systems, and fraud detection tools
- Continuously assess and improve compliance and fraud prevention processes to enhance operational effectiveness
Team Leadership & Cross-Functional Collaboration:
- Lead, mentor, and develop a high-performing compliance & fraud prevention team, fostering a culture of accountability and continuous improvement
- Collaborate closely with brokerage operations, sales, legal, and risk management teams to ensure alignment on fraud prevention strategies
- Act as the primary liaison for regulatory agencies, legal teams, and key stakeholders regarding fraud and carrier compliance matters
- Provide executive leadership with regular reports on fraud trends, risk assessments, and compliance performance
Regulatory Compliance & Industry Standards:
- Serve as the company’s subject matter expert on all fraud prevention & carrier compliance-related regulations, including DOT/FMCSA requirements
- Ensure company policies remain up to date with evolving fraud tactics, industry regulations, and best practices
- Develop and implement training programs to educate internal teams on fraud prevention, compliance policies, and risk management strategies
- Certified Transportation Broker (CTB)
- Certified Fraud Examiner (CFE)
- Transportation Risk & Compliance Certification (TRC)
Qualifications, Knowledge, Skills, and Abilities:
- Bachelor’s degree in Business, Logistics, Supply Chain, Risk Management or a related field preferred
- 8 years in freight fraud prevention, carrier compliance, risk management, or logistics operations
- In-depth understanding of freight fraud schemes, carrier vetting, compliance regulations, cargo security, and transportation fraud investigations
- Proficiency in carrier compliance & fraud detection tools (Carrier411, FMCSA, SaferWeb, DAT CarrierWatch, CargoNet)
- Strong investigative and reporting skills, with the ability to present findings to stakeholders.
- Certifications (Preferred):
- Experience working with law enforcement or industry fraud task forces preferred
- Familiarity with cyber fraud prevention in logistics (e.g., phishing, spoofing attacks) preferred
- Strong negotiation skills for handling fraud disputes with carriers and brokers preferred
- Ability to read, write, and speak English fluently
