Job Summary

The Mental Health Technician teams with behavioral health professionals to plan and provide mental health services for individuals in crisis. The Technician facilitates both individual and group activities, makes appropriate referrals to outpatient community resources, and provides a safe, clean environment for SAIL consumers, and performs other duties as assigned by the Racine County SAIL Program. Duties May include non-standard work weeks.

Key Responsibilities

  • Ability to provide continuous care to SAIL consumers affected by severe and persistent mental illness.
  • Supports consumer participation in a treatment plan, such as goals, coping mechanisms, and safety compliance.
  • Facilitates both individual and group activities.
  • Observes consumer physical, mental, and emotional conditions and reports changes as needed.
  • Gathers data from consumer / family interviews, past records, other information to gain understanding and verification of previous diagnosed disorders and treatment episodes.
  • Documents all activities to ensure compliance with County, State and Federal requirements.
  • Answers the 24-hour crisis hotline and responds to requests for information or Crisis Services.
  • Is responsible for enhancing the health, safety, and welfare, of every person supported at the SAIL Program.
  • Maintains individual dignity and exercises courtesy when assisting / working with people.
  • Is responsible for assessing suicide risk and appropriate crisis intervention.
  • Is responsible for working both independently and cooperatively with others to accomplish objectives.
  • Transport consumers per Racine County SAIL program policy / protocol.
  • All other duties as assigned.

Supervision Received

Receives supervision from the SAIL supervisor and house manager.

Qualifications

  • A High School diploma and one year of related experience or an Associate degree in Human Services or related area is required.
  • Valid Wisconsin driver's license and proof of insurance
  • Prompt and regular attendance.
  • Knowledge Skills & Abilities

  • Ability to use good judgment, make quick decisions, good problem-solving skills, and a deep reservoir of common sense.
  • Ability to use critical thinking skills.
  • Ability to read, speak, write, and understand English.
  • Ability to supervise and communicate to developmentally disabled, mentally ill consumers, or those with alcohol or drug dependency.
  • Ability to manage stress appropriately.
  • Ability to maintain self-composure and self-control while working with consumers with challenging or aggressive behaviors.
  • Ability to communicate responsibly with the SAIL Supervisor.
  • Possesses knowledge of community resources.
  • Possess awareness and basic knowledge of DSM V and DHS Chapters 34, 51, 54 / 55, 48, and 94.
  • Shifts Available :

    3rd shift MHT : Friday-Tuesday (Wednesday, Thursday off) - 12 : 30am-8 : 30am

    2nd shift lead : Monday-Friday (Saturday, Sunday off) - 4 : 30pm-12 : 30am

    2nd shift MHT : Wednesday-Sunday (Monday, Tuesday off) - 4 : 30pm-12 : 30am

    2nd shift MHT : Friday-Tuesday (Wednesday, Thursday off) - 4 : 30pm-12 : 30am

    Full Time, Regular Employees - (40 hours per week)

    Health Insurance Coverage

  • Racine County is self-insured. The Third-Party Administrator is UnitedHealthcare. Coverage is effective the first of the month following thirty days of employment.
  • Premium sharing : Racine County pays 85%, employee pays 15%.

    2020 monthly premiums $98.55 / single, $284.85 / family

  • IN NETWORK : Individual deductible $1000, family deductible $2000 per calendar year. After the deductible is met, the plan pays 80% of allowable charges. Out-of-pocket maximum per calendar year is $2500 for individual and $5000 for family.
  • OUT OF NETWORK : Individual deductible is $2000, family deductible is $4000 per calendar year. After the deductible is met, the plan pays 60% of allowable charges. Out-of-pocket maximum per calendar year is $4000 for individual and $8000 for family.

    Prescription drug, vision, and mail order maintenance drug benefits are included

    Dental Insurance Coverage

    Coverage is effective the first of the month following thirty days of employment. Choose either basic coverage or premium coverage.

    Basic coverage - Racine County is self-insured. The Third-Party Administrator for basic dental coverage is UnitedHealthcare.

  • Individual yearly deductible $25, family yearly deductible $75
  • Fully paid insurance premium by Racine County.

    2020 monthly premiums $0 / single, $0 / family

  • No deductible for diagnostic or preventative services.
  • Co?Insurance??80% of usual and customary charges of covered services paid. Maximum of $1200 / year per person.

    No orthodontic coverage.

    Premium dental coverage - (Anthem / Essential Choice)

  • No deductibles
  • 100% coverage if provider is in network

    Premium sharing ? Employee pays difference between basic coverage and Anthem / Essential Choice.

    2020 monthly premiums $26 / single, $64 / family

  • Orthodontic coverage - Employee pays 50% of the fee up to a maximum payment by the employee of $695.
  • Racine Employee Health and Wellness Center

    Racine County has partnered with the City of Racine and with Racine Unified to create a health center for :

  • Racine County full-time employees, who are covered under the county health plan;
  • Dependents of Racine County employees who are covered under the county health plan; and

    Racine County retirees and their dependents that are covered under the county health plan.

    Visits are by appointment only. Available services include primary care, chronic disease management, wellness consultations, immunizations, physicals (including school and sports physicals), diagnosis and treatment of urgent care needs (e.g., ear or sinus infections, strep throat), and lab work. There is no fee or co-pay for visits to the center, but there may be costs for services referred outside of the health center (radiology, some lab services, etc.). County health coverage may be applied to any of those costs. Some medications are dispensed for free at the Wellness Center.

    Flexible Spending Accounts

    Optional - Regular full-time employees are eligible to contribute to two flexible spending accounts : Health Care Flexible Spending Account and Dependent Care Flexible Spending Account. Newly hired employees may enroll by submitting an enrollment form to Human Resources within thirty (30) calendar days from their date of hire.

    Wisconsin Retirement Fund

    Effective from date of hire. The County contributes the employer's share to the Wisconsin Retirement fund. The employee contributes the employee's share, through automatic payroll deduction, to the Wisconsin Retirement fund, as required by State statute.

    Deferred Compensation

    Optional - Automatic payroll deduction from salary prior to tax deductions into a tax deferred savings program. Employees may enroll at the time of hire or during the designated open enrollment periods.

    Employees Who Work on a Holiday

    Except for corrections officers, detention workers, and dispatch technicians who work 5-2 / 5-3 or similar schedules, a covered non-exempt employee who is required to work on a holiday is paid straight time for the holiday hours worked and is given banked holiday time to be used in the future. A full-time employee will receive eight (8) banked holiday hours, and a part-time employee will receive banked holiday hours pro-rated to his / her position hours. Banked holiday hours shall be used with the approval of the department head.

    Vacations

    Casual Days

    Employees accrue five casual days per calendar year. Upon completion of introductory period, newly hired employees will receive pro-rated casual time at the rate of one half day for every full month remaining in the calendar year, not to exceed five (5) full days.
