Job Summary
Serve as lead procurement specialist for Facilities (FM) and primary point of contact for FM Vendors and Accounts Payable with frequent communication with internal and external constituents. Responsible for purchasing a wide variety of goods / services for over 25 budgets, work with Procurement in identifying correct instrument to purchase and meet deadlines (PO, Blanket, IFB, Quotes, SWaM, ect), provide guidance to shop foreman in obtaining critical goods / services in timely manner, accountable for timely invoicing for both internal and external constituents, address vendor invoice issues that are not compliant with contract, responsible for FM procurement records, analyze data in various databases to resolve issues that arise in the procurement process. Follow state guidelines, review and maintain credit card records, resolve any discrepancies or problems prior to submission. Analyze budget shortfalls for procurement needs, make recommendations in obtaining funds to resolve shortfalls. Analyze complex contracts and billing issues to resolve problems, make decisions in approving payments to vendors. Be able to function in a high volume fast paced environment with multiple demands on skills / knowledge.
Required Qualifications
Knowledge and / or experience of automated accounting systems, budget processes and generally accepted accounting principles / practices. General business management knowledge and procurement process experience including understanding Contracted Services. Skilled in reconciling billings against agreed Contracted Services and resolving discrepancies. Ability to communicate both orally and written to multiple constituents.
Additional Considerations
Prefer experience in eVA / Banner and State Procurement polices / practices. Experience in dispute resolution and demonstrated computer skills to use production / work control software. Preferred degree in accounting or business.
