Responsibilities: Program Quality Assurance (QA) Lead to assist with the systematic approach, the transition and transformation of the Metropolitan Council's Business Process System Integration (BPSI) Program. The role of the Quality Assurance Engineer is to create detailed QA strategies and standards for all required testing for multiple enterprise-wide projects within the BPSI Program. They will not only provide overall QA leadership for the program, they will also have hands-on execution responsibilities as the QA Lead responsibilities for 5 out of 6 projects within the program. These 5 projects are implementation of enterprise solutions related to ERP, EAM and Data Warehouse/Reporting. Some projects will have Vendors that they partner with. This resource will provide direction to the Met Council project teams along with our Vendor partners to ensure alignment with the overall program direction.

- Level of Education: B.S. or B.A. Degree
- Certification: Degree program in Quality Assurance or related field or relevant certification in the role.
- Years of experience in Position Title: Minimum of Eight (8) years of experience in a Lead QA role
- Size of Project(s) - Demonstrated experience working with large ($30 Million) budget projects and/or program
- Quality Assurance Experience - Demonstrated work experience in software quality assurance
- Type of Project(s) - Demonstrated experience working on ERP or Enterprise Asset Management programs
- Methodologies - Experienced with both Agile, Iterative, and Waterfall methodologies to help project teams navigate QA processes within projects.
- Experience Selecting and implementing an automated testing tool
- Experience with Operational Report/data Warehouse testing
- Experience with Date Conversion testing
- Experience with Performance/Stress testing
- Experience with Penetration testing
- Experience with testing security, roles, etc.
- End User Documentation - Demonstrated experience in writing clear, concise and comprehensive test strategies, test plans and test cases
- Communications Requirements - Develop and deliver multi-mode communications that concisely convey a clear understanding of the message to different audiences.
- Work Environment - Working independently and/or in a team environment may be required for some engagements.

Requirements Of The Role
- Create detailed QA strategies and procedures for all BPSI projects to ensure solution(s) meets quality standards/goals and to ensure all readiness and execution of testing.
- Create detailed, comprehensive and well-structured test plans and test cases. Executing test cases (manual or automated) and reporting test results.
- Create and collaborate on the overall testing schedule and approach to account for dependencies whether within the program or outside of it.
- Configuration management (process to control and document any changes made during the life of a project; including release control, change control and revision control).
- Identify, record, and document test results thoroughly and track bugs/defects. Define corrective actions. Perform thorough regression testing when bugs are resolved.
- Assist with creating, tracking and reporting data-driven metrics to align with testing exit criteria (e.g. defect densities and open defect counts).
- Collaborate with the project team (development team, project manager, etc.) to determine the risk and priorities of defects found and plan to fix those defects.
- Mentor the project Business Analyst in Quality Assurance best practices - that will be assisting with the testing along with the Vendor.
- Define estimating models for all required testing within the program.
- Propose and implement automated test tool; then design, develop and execute automation scripts.
- Provide program guidance by participating in all phases of projects to provide QA guidance to cross-functional project teams. Deploy standards across all projects within the program.
- Collaborate on the release management plan for projects/programs.
- Fluency with QA theories and concepts to educate technical and management staff on QA.
- Excellent communication skills to articulate QA process and technical concepts to technical and non-technical audiences.
- Experienced with both Agile, Iterative, and Waterfall methodologies to help project teams navigate QA processes within projects.
- Experience with performance and/or security testing is a plus.
- Demonstrate excellent written and verbal communication skills.
- Lead teams providing direction, delegation and removing obstacles to get work done. Build consensus and motivate people to act and participate.
- Build strong customer relationships and delivery of customer-centric solutions. Anticipate and balance the needs of multiple stakeholders.
