The City of Newport News, Virginia, is in a state of continued investment, revitalization, and growth. Most recently, Newport News was recognized as one of ten All-American Cities. Recently, Newport News unveiled an unprecedented commitment to empowering and supporting young people with Youth T.H.R.I.V.E., an initiative built on three pillars: Transforming Hearts Renewing Investment Valuing Empowerment. Additionally, the City celebrated the 10th Anniversary of The Newport News One City Marathon Weekend with a record number of 3,043 runners from 36 states, Washington D.C., Canada, and Mexico; and Amtrak, the City of Newport News, Virginia Passenger Rail Authority (VPRA), CSX, Federal Railroad Administration (FRA), Virginia Department of Rail and Public Transportation (DRPT), and Virginia Department of Transportation (VDOT) partnered on the multimodal Newport News Transportation Center project.

The City of Newport News is searching for a dynamic, innovative, and strategic Communications Director who will have the opportunity to work alongside the City Manager, the Citys Leadership Team, and the City Council to deliver cutting edge communications about the City of Newport News and its departments by leveraging 21st century communications tools, technology, and robust communications tactics through a thoughtfully designed social media strategy.

The Communications Director is a vital member of the Citys Executive Team and plays a pivotal role in the continued evolution and development of the City. The Communications Director will provide strategic direction ensuring that the Citys communications are accurate, timely, and impactful. Key responsibilities include oversight of the Citys 311 Communications Division, Newport News Television programming, and media activities across print, digital, and social platforms and the Citys Tourism activities. The Director will coordinate complex projects, such as public campaigns, media briefings, special events, and community engagement activities, all while aligning efforts with the Citys strategic priorities.

Position Priorities

  • Strengthen the partnership and collaboration between Marketing and Communications teams.
  • Build and maintain a strong understanding of the local community to create messaging that reflects its values, addresses its concerns, and supports its growth.
  • Develop and maintain a unified voice for all City communications, aligning public relations, marketing, and outreach efforts to establish a clear and consistent brand identity.
  • Implement innovative strategies to deepen connections with residents, foster trust, and promote active participation in City initiatives and decision-making processes.
  • Lead messaging for major initiatives like downtown revitalization to gain community support.
  • Execute the Citys 5-Year Strategic Communications Plan with measurable results.
  • Streamline communication processes and enhance interdepartmental coordination.
  • Develop messaging that reflects community values and addresses local needs.
Qualifications

Minimum requirements include a bachelors degree in business administration, communications or related field and 10 years of progressively responsible management experience with a local government or large corporate public communications. Five to seven years of supervisory experience, or an equivalent combination of education and experience is also required.

Preferred qualifications include a masters degree and previous municipal government experience.

Inside the Communications Department

Performance Standard: Employees at all levels are expected to effectively work together to meet the needs of the community and the organization through work behaviors demonstrating the Citys Values. Employees are also expected to lead by example and demonstrate the highest level of ethics.

The Communications Department develops and implements strategies for comprehensive, effective, and proactive communications with Newport News residents, employees, businesses, visitors and other target audiences. The department enhances and maximizes resources for citywide internal and external communications using a variety of communications techniques and vehicles including print, social media, internet, broadcast and cablecast mediums.

It is the ability of the City to communicate with its many audiences that most significantly impacts perceptions of the City and its services, policies, programs, and activities. The Communications Department holds responsibility for internal and external communications, public and media relations, managing citizen engagement and community relations, and emergency communications. The department includes the functions of Newport News Television (NNTV), the 311 Contact Center, Graphics Services, and public and media relations.

The department establishes and maintains relationships with media outlets; develops the comprehensive communications plan for the City; directs and manages crisis communications; provides leadership to the emergency communications team during disaster and emergency events; provides one-stop service to citizens for information and service requests through the 311 Contact Center; promotes City programs, activities and events through NNTV, Cox Ch. 48/Verizon Ch. 19; plans, coordinates and orchestrates special events including:

  • Groundbreakings
  • Facility openings
  • Dedications
  • Roadway and bridge openings
  • Conferences and dignitary visits
  • Provide support for Boards, Commissions and Committees, citizen engagement, and community outreach.
The Community

In southeastern Virginia, along the shores of the Hampton Roads harbor, Newport News serves as a major port on the East Coast and ranks among the Commonwealths largest cities. With a rich heritage dating back to the founding of the United States, Newport News offers safe and family-friendly neighborhoods, high-quality public schools, and access to a plethora of outdoor recreation opportunities. Newport News is located near Hampton, minutes from Williamsburg, and a short drive away from Virginia Beach and the Atlantic Ocean.

Newport News is home to nearly three dozen properties and districts in the National Register of Historic Places and a wide array of museums celebrating the regions history. The City is conveniently located between historic Williamsburg and Virginia Beach, the Commonwealths largest city. Despite its enviable location between several popular tourist destinations, Newport News provides a unique suburban atmosphere.

Newport News boasts an award-winning public school system, which comprises over 40 schools. The City is home to Christopher Newport University, a public liberal arts university with an enrollment of approximately 5,000. Old Dominion University and Norfolk State University are located in neighboring Norfolk, and the College of William and Mary is situated just over 20 miles to the northeast in Williamsburg.

The Citys major industries are shipbuilding, defense, and aerospace. Huntington Ingalls Industries is the regions largest employer, with a workforce of nearly 24,500 in its Newport News Shipbuilding division. The Hampton Roads region is serviced by three airports: Newport News/Williamsburg International Airport, Norfolk International Airport, and Richmond International Airport. Greyhound Lines provide intercity bus service, and Hampton Roads Transit provide regional service. A new Amtrak station, to be completed in 2022 on the Northeast Regional line, will include a multimodal transportation hub to connect rail, airport, taxis, and shuttles.

Compensation and Benefits
