Loudoun County is seeking a dynamic, collaborative, and experienced senior-level professional to lead as the Systemwide Fire Chief (Chief). Fire and Rescue services in Loudoun County are provided through the Loudoun County Combined Fire and Rescue System (LC-CFRS) managed by the Systemwide Fire Chief, which includes nearly 800 full-time employees and approximately 1,300 active administrative and operational volunteer personnel. The current Chief is retiring after serving in the Department since 2014 and as Chief since 2018.

The Chief will execute directives from the County Board of Supervisors (BOS) and County Administration, ensuring that service delivery and projects align with their goals and priorities. This will include planning and managing the Combination System, a component of which is the Departments budget, preparing annual budget proposals, and monitoring expenditures to ensure they do not exceed allocated funds. The Chief will work with the Career Department and the volunteer corporations to identify goals, objectives, and performance measures, ensuring timely and accurate reporting of the Combination Systems performance.

The next Chief will oversee the System, which includes 21 stations, some of which are volunteer owned, providing a full range of emergency and non-emergency responses to the citizens of Loudoun County and seven incorporated towns. By way of reciprocal mutual aid agreements, services are also provided to Loudoun County's neighboring jurisdictions. Career personnel and volunteer providers serve side-by-side in the LC-CFRS. The next Chief will be serving in a financially stable county that is fast-growing and diverse. This position will help continue the Countys reputation for responsive and high-quality services to all its residents and businesses. For FY 2025, the LC-CFRS has an adopted budget of over $157 million.

The Chief will be responsible for directing the operations and managing the administrative functions of Loudoun Countys Combined Fire and Rescue System and overseeing the management of the Department. The Chief will ensure the execution of current and long-range plans and objectives as well as Combination System and Department procedures and protocols. The Chief reports directly to the County Administrator and has nine direct reports. These direct reports include the Assistant Chief of Support Services and Volunteer Administration, Assistant Chief of Operations, Operational Medical Director, Executive Assistant, Manager of Finance and Administrative Services, Deputy Chief of Human Resources, Internal Investigator, Fire Marshal, and the Public Information Officer.

They will ensure the consistent delivery of excellent service to the public and other customers. They will oversee the internal operations of the Department in collaboration with the Countys Internal Services departments. The Systemwide Chief will also oversee the operations of the Combination System in collaboration with the volunteer corporations. The Chief will be responsible for developing, updating, and maintaining Standard Operating Procedures for the Combination System to ensure efficient and effective operation and continued implementation of the Systems strategic plan.

Priorities

  • Develop and maintain positive relationships with the County Administrator, Board of Supervisors, Volunteer Corporation leaders, IAFF leadership, County department directors, direct reports, and external stakeholders.
  • Implement strategic plan and oversee growth in fire stations and staffing, including two stations under construction and three that are in design.
  • Be visible in the System, ensure compliance with the collective bargaining agreement, and continue to develop staff to provide leadership development to fill the gaps as the first group of Department personnel reach retirement eligibility.
  • Support initiatives to recognize and reward the contributions of volunteers, provide additional training and support, and create a positive and inclusive environment that values their dedication, service, and importance to the System.
  • Develop inclusive recruitment strategies and outreach programs to diversify the workforce, ensuring that the System reflets the community it serves and benefits from a wide range of perspectives and experiences.
The Successful Candidate

The ideal candidate will be an established leader and professional in the field of fire and rescue services who demonstrates experience in and knowledge of fire suppression, EMS, complex incident management, disaster preparedness, fire prevention and education programs, hazardous materials response, volunteer recruitment and retention, and homeland security.

The successful candidate will appreciate and have a strong understanding of the value of a combined career and volunteer staffed system and demonstrate the ability to successfully manage and lead within this unique environment. They will be forward-thinking, with the ability to develop innovative solutions to complex and diverse problems. The next Chief will also be able to manage within a system of diverse service areas that include rural, suburban, and more densely populated areas. The next System Chief will also have an appreciation for the complex and interdependent nature of the National Capital Region in which they will serve.

The successful Chief will have strong employee relations skills and be approachable, instill trust, and foster a collaborative environment to support System personnel. They will also partner closely with the Department of Human Resources to proactively address and enhance system-wide initiatives. The next Chief will model integrity, a strong work ethic, and ensure fair and equitable treatment of employees within the Department and throughout the System.

The ideal candidate will be politically astute and be a strong communicator both verbally and in writing. The successful candidate will be comfortable conveying complex ideas and goals, as well as the Combination Systems mission and initiatives to staff, volunteers, elected officials, community members, stakeholders, and the media.

The successful Chief will be a persuasive, confident leader with a clear understanding of complex employment issues and the ability to be firm and fair. The ideal candidate will be a team player who is collaborative and supportive in serving as a member of the Countys leadership team and instrumental in influencing and supporting the culture of the organization. They will lead with a heightened sense of emotional intelligence, build trust between the varied interests of the career and volunteer component, and address organizational issues that get in the way of a high performing combination system.

Qualifications

Minimum requirements include any combination of education and experience equivalent to a masters degree in fire, emergency medical services, public administration, or a public safety related field, with six (6) years of directly related increasingly responsible experience. Experience must also include at least two years in a management role with incident command-level experience managing multiple station operations.

Preferred qualifications include assistant, deputy, or chief experience in a fire rescue organization, and a demonstrated record of success in the following key areas: overseeing complex projects and/or operations, serving as a trusted advisor and providing data-driven solutions, working effectively with elected officials, coaching and mentoring managers and key staff, and working collaboratively with internal and external stakeholders. Experience in jurisdictions that have a combined system with volunteer and career personnel, fast-growing jurisdiction, and service area that includes both sparsely and densely populated areas and Executive Fire Officer is also preferred.

Certifications, licenses, and special requirements include a valid drivers license and good driving record (driving records may be reviewed annually for continued qualification). Pass background check (can include references, criminal/credit checks, and fingerprinting). Position subject to annual NFPA 1582 physical. Hold or obtain NFPA Fire Officer III, NFPA Fire Instructor II, OSHA Hazardous Materials Operations-Level Responder, and NREMT or Virginia EMT (or equivalent from another state, reciprocity) within one (1) year of employment). Hold or obtain NIMS 100, 200, 300, 400, 700, and 800 within one year of employment. The selected candidate is required to obtain a valid Virginia State drivers license within 60 days of employment.

Inside The Organization

The Loudoun County Combined Fire and Rescue System delivers essential emergency and non-emergency Fire and EMS services from 21 strategically located stations, responding to more than 35,000 incidents annually. The Department, as part of LC-CFRS, provides administrative, operational, and logistical support for the Countys 15 volunteer fire rescue companies, the LC-CFRS Executive Committee, and its governance structure. This includes the facilitation and delivery of high-quality certification and continuing education programs at a centralized training facility.

The Department is the Public Safety Answering Point (PSAP) for the Countys 9-1-1 system and maintains the Countys emergency communications. The Fire Marshals Office has a multi-faceted mission including fire prevention; life safety education and community risk reduction; investigation of fires, explosions, and hazardous materials releases; and oversight of the bomb squad.

The Department is structured into eight divisions: Administrative Services, Volunteer Coordination, Fire Marshals Office, Communications and Support Services, Operations, Emergency Medical Services, Fire-Rescue Training, and Personnel and Asset Management. The governance structure of the System includes an Executive Committee with Fire Operations, Emergency Services, and Administrative Operations Committees with volunteer and career officers serving together. The Executive Committee advises the Systemwide Fire Chief on policy and operational issues.

Combined Career Volunteer System

Loudoun has a long history of volunteerism. Throughout the 1980s and much of the 1990s, Loudouns fire and rescue services were provided by volunteers supplemented by career personnel. Over time, the Countys rapid growth and increased demand for service coupled with fewer volunteers available during daytime hours necessitated hiring additional career personnel. Today, fire and rescue services in Loudoun are provided through a combination system that includes LCFR and 15 independent volunteer fire and rescue companies, consisting of approximately 1,300 active administrative and operational volunteer personnel. These personnel operate out of 21 total fire/rescue stations across the County.

The Loudoun County Combined Fire and Rescue System (LC-CFRS) provides emergency services through a combined effort of volunteers and career employees 24 hours a day, 7 days a week. The System provides the highest level of efficient and professional emergency fire and rescue services to the citizens of Loudoun County and the seven incorporated towns. LC-CFRS responded to a total of 35,766 incidents between July 1, 2022, and June 30, 2023, of which 27,024 were EMS incidents and 8,742 were fire incidents.

Our Mission

It is the mission of the combined fire and rescue system of Loudoun County to provide residents, businesses, and visitors with efficient and cost-effective fire protection, rescue, and emergency medical services.

The System also responds to and mitigates hazardous materials and related life safety and property-threatening incidents, utilizing state-of-the-art equipment and a staff of highly trained volunteer and career personnel located in strategically placed facilities 24 hours a day, seven days a week.

Services

Fire and rescue services in Loudoun County are provided through a combination system that includes approximately 800 career and 1,300 volunteer personnel.

The Fire and Rescue Department, in conjunction with leadership of the volunteer component, coordinates fire and emergency medical services (EMS) that include:

  • Coordination and mitigation of large-scale emergencies and disasters utilizing an all-hazards approach
  • E-911 Emergency Communications Center

The Form of Government

Loudoun County operates under the Traditional Form of county government, the most used form in the Commonwealth. The Board of Supervisors is responsible for the legislative and administrative affairs of the County. The Board of Supervisors appoints a County Administrator to oversee the day-to-day administration on behalf of the Board. The Board approved a $6.9 billion General Fund for the FY 2025 adopted budget. In addition, elected officials are responsible for the conduct and administration of various aspects of the Countys affairs. They include the Commissioner of the Revenue, Treasurer, Clerk of the Circuit Court, Commonwealths Attorney, and Sheriff.
