GENERAL DESCRIPTION

The Railroad Commission of Texas is seeking a motivated Office of Public Engagement Director in the Communications Division to lead the agency’s efforts to educate local communities on the agency’s role in regulating Texas energy industries and promote awareness of the agency’s responsibilities, rules, regulations, and programs.

ESSENTIAL JOB FUNCTIONS

  • Educates the public and others on rights and responsibilities in agency policies and procedures (e.g., permitting, hearings).
  • Promotes public participation in the agency rulemaking process.
  • Engages with local community organizations (e.g., Rotary Clubs, Chambers of Commerce, etc.) and hosts outreach events (including, but limited to, town hall meetings and in-person and virtual meetings, seminars, workshops, etc.).
  • Coordinates customer service responses to public inquiries, requests and complaints.
  • Answers questions and explains relevant state and federal rules, regulations, programs, and procedures to the public and other stakeholders.
  • Represents the agency at speaking engagements and exhibitions.
  • Coordinates Compact with Texans.
  • Compiles customer service survey response summaries.
  • Drafts the biennial Report on Customer Service for the agency’s Strategic Plan.
  • Coordinates the preparation and distribution of informational materials, talking points and fact sheets.
  • Conducts interviews, researches sources, and ensures the completeness and accuracy of printed and online materials.
  • Assists in coordinating the annual RRC Regulatory Conference and events.
  • Performs related work as assigned.

Qualifications
Minimum Qualifications
  • Minimum of five years of experience in public relations, marketing or communications work.
  • Graduation from an accredited four-year college or university with major coursework in public relations, advertising, or marketing is generally preferred.
  • A valid Texas Driver’s License and good driving record.

Experience and education may be substituted for one another.

Preferred Qualifications
  • Experience speaking at conferences or public meetings.
  • Experience coordinating presentations.
  • Experience developing informational materials.
  • Experience planning and managing events.
  • Skill in project management.
  • Proficiency speaking and writing Spanish.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to supervise the work of others.
  • Knowledge of state laws that regulate the energy industry.
  • Knowledge of agency functions, policies and procedures.
  • Knowledge of marketing, communication media and various social media platforms.
  • Skill in editorial concepts and practices.
  • Working knowledge of Microsoft Office and other Windows-based software.
  • Knowledge of training techniques for public citizens.
  • Skill in identifying measures or indicators of program performance.
  • Ability to gather and analyze information and devise solutions to problems.
  • Knowledge in graphic design concepts and practices and the applicable software such as applications featured in Adobe Creative Cloud.
  • Experience in coordinating webinars and webcasts.
  • Skill in working with a team.
  • Skill in forming and maintaining positive and productive working relationships both inside and outside the RRC.
  • Skill in maintaining a high level of accuracy and attention to detail.
  • Good organizational, communication and writing skills.
  • Ability to maintain a professional demeanor in any situation.
  • Ability to maintain confidentiality of information.
  • Ability to work independently for long periods of time while meeting workload demands.
  • Ability to multi-task and prioritize tasks and assignments.
  • Ability to meet deadlines.
  • Ability to lift, carry and move an average of 50 lbs. to perform daily duties.
  • Ability to travel up to 20% throughout the state.
  • Ability to occasionally work extended work hours and weekends.

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
