General Description
The Railroad Commission of Texas seeks an experienced z/OS Mainframe IMS “Application Database” Administrator to provide administrative support for agency mainframe system and services. Work involves complex to advanced (senior-level) database administration in support of agency mainframe applications and supporting infrastructure; and coordination of day-to-day administrative functions such as mainframe IMS application configuration, break/fix, user support, and backups. Routine application database administration functions to include daily operational support, performance monitoring, and maintenance. Work includes supporting production control processes, overseeing and coordinating mainframe operations in the State’s Consolidated Data Center Services (DCS), and working with the DCS systems support, Customer Support, Applications Development & Support, and Mainframe Transformation teams to provide the necessary support for day-to-day mainframe operations.
This role also includes coordination of work to meet agency goals and objectives as set forth by agency management. Works under the supervision of the Infrastructure, Operations and Desktop Support Manager with considerable latitude for the use of initiative and independent judgment. This position has also been approved for 100% telework.
Essential Job Duties
1. Administer z/OS mainframe IMS databases.
- Create, modify and maintain IMS database descriptions (PSB’s, DBD’s, ACB’s) including VSAM and OSAM associated datasets which includes associated DBRC work.
b. Experience with IMS Catalog
- Add, remove and re-org database records as needed.
- Monitor and maintain database performance.
- Assist application programmers on DBRC issues in the test environment
- Research and resolve DBRC related abends in the production environment
- Recover the IMS databases when needed
4. Coordinate testing of mainframe IMS related software upgrades and Disaster Recovery plans with DCS vendor.
- Assist primary agency DCS contact with problem management and change management activities.
- Maintains knowledge of DCS vendor standards and reports agency system non-compliance to management.
- Coordinates the testing and deployment of mainframe IMS related software upgrades with DCS contact.
- Reviews and tests mainframe disaster recovery plans with DCS contact.
6. Support agency application development work by creating and maintaining procedures for use during application deployments; and creating and expanding application environments during development.
7. Provide technical assistance to application developers, programmers and operations personnel for all problems and testing that involve mainframe operations.
8. Ensure compliance with Commission security standards and policies and make recommendations for updates as needed.
9. Provide good customer service.
10. Performs related work as assigned.

Minimum Qualifications
Database Administrator III (B25, $7,015.17 - $7,800)
1. High School diploma or GED.
2. At least four (4) years of experience with z/OS mainframe IMS application database administration.
3. Years of experience can be concurrent.
4. Experience and education may be substituted on a year-for-year basis
Database Administrator IV (B27, $7,600 - $8,756.66)
1. High School diploma or GED.
2. At least five (5) years of experience with z/OS mainframe IMS application database administration.

Preferred Qualifications
1. Bachelor’s degree from an accredited four-year college or university, with major coursework in Computer Science, Management Information Systems or a related field.
2. Five (5) years of experience with Informatica Power Exchange software administration using mainframe datasets (IMS and VSAM) as either a source or target for change data capture. Ability to do Power Exchange upgrades a plus.
3. Ten (10) years of experience in basic z/OS utilities: TSO, SYSVIEW/SDSF and ISPF, Basic IBM utilities IDCAMS, IEFBR14 and FileAid IMS.
4. Five (5) years of experience with Batch and CICS Cobol, IMS programming and problem resolution.
5. Five (5) years of experience developing and troubleshooting complex JCL.
6. Two (2) years of experience in writing, analyzing, and debugging REXX programs in a z/OS environment.
7. At least five (5) years of experience using DBRC (Database Recovery Control) and its utilities such as GENJCL.
8. At least two (2) years of experience with HAL (High Availability) IMS Database Administration.
9. Two (2) years of experience with IMS Catalog.
10. Working knowledge of batch SFTP and FTPS processing.
Knowledge, Skills and Abilities
1. Knowledge of Information Technology Infrastructure Library (ITIL) concepts and implementation.
2. Knowledge of basic computer networking.
3. Knowledge of systems administration, computer hardware and software configuration and troubleshooting, operating systems and applications, computer programming and architecture of scripting languages.

9. Ability to analyze systems and procedures, write and revise standards and procedures, handle multiple projects.
10. Ability to exercise sound judgment in making critical decisions; analyze complex information and develop plans; interpret complex data; to effectively demonstrate negotiation and facilitation skills.
11. Ability to communicate complex technical information clearly and concisely, both orally and in writing, to diverse audiences.

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
