General Description
The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration and production, seeks an Onboarding Specialist to join our Talent Acquisition Team. Major responsibilities involve overseeing all aspects of the onboarding process, including all aspects of the new hire process, coordination and presentation of new hire orientation, and assistance with follow-up and tracking of compliance areas.
Work is performed under the general supervision of the Human Resources Manager.
Job Duties
- Manage the employee onboarding process, ensuring that all pre-employment processes and forms are completed accurately and timely and that new employees have a positive and seamless transition to employment.
- Provides clear and timely communication with new employees, candidates, references, vendors, etc. Follows up if/when information is not received in a timely manner or needs clarification.
- Update all onboarding logs accurately and timely.
- Interacts with new employees and works closely with hiring managers, recruiters, and Human Resources staff.
- Provide support to new employees, answer questions, and resolve issues.
- Communicate onboarding status with management.
- Maintain, organize, and upload documents in requisition log in a timely manner.
- Coordinate and present new hire orientation several times per month.
- Conduct employment references, motor vehicle record checks, and prior state service verifications on new hire candidates.
- Assist Talent Acquisition Managers with recruitment duties as needed, including attending career fairs and recruiting events as needed.
- Serve as the Agency’s Veteran Liaison.
- Other duties as assigned.

Minimum Qualifications
- Bachelor’s degree in human resources management, business or public administration, organizational development, or a related field.
- Two years experience related to the field of study or job assignment.
- Experience and education may be substituted on a year for year basis.
- Working knowledge of MS Office Suite (Outlook, Excel, Word, etc.).
Preferred Qualifications
- Experience with external recruiting efforts such as participating in job fairs and promoting vacancies on job boards
- Experience delivering engaging and informative presentations, both virtually and in-person.
- Experience in analyzing and reporting HR metrics associated with recruitment functions.
- Experience using State of Texas CAPPS Recruit.

- Knowledge of the principles and practices of full-cycle recruitment.
- Knowledge of recruitment strategies using social media.
- Knowledge of employment regulations.
- Knowledge of HRIS/ATS systems.

- Ability to plan, organize, and coordinate programs and activities relating to the talent acquisition function.
- Ability to maintain strict confidentiality of information and documents.
- Ability to work independently and as a member of a team.
- Ability to maintain professionalism and communicate with tact and diplomacy in all situations.
- Ability to frequently sit, stand, or walk for long periods of time, lift to 30 lbs., open filing cabinets and bend or stand on a stool as necessary. Repetitive use of keyboard at workstation.
- Possess a valid Texas Driver’s License and a good driving record.
Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
