Job Title : Owner's Authorized Representative

Location : Los Angeles County

Client : Los Angeles Unified School District (LAUSD)

Project : Various K-12 Schools in Los Angeles County

Role Overview : As an Owner's Authorized Representative (OAR) I, you will oversee and coordinate all stages of assigned construction projects for LAUSD, ranging in value from $1M to $15M. This role will involve managing pre-construction, bid and award, construction, and project close-out phases across multiple school sites in Los Angeles County.

Key Responsibilities :

  • Project Management : Oversee and coordinate all phases of assigned projects, including pre-construction, bidding, construction, and close-out.
  • Document Review & Coordination : Review pre-construction documents, submit feedback to designers, and prepare regular progress reports for upper management.
  • Stakeholder Coordination : Work with relevant public agencies and internal District teams to ensure compliance with off-site work and project requirements.
  • Budget & Schedule Management : Monitor project budgets and schedules monthly, ensuring they accurately reflect project status and meet the District’s quality standards.
  • Contractor Oversight : Manage the contractor’s daily activities, including reviewing schedules and submittals, and responding to contractor inquiries via Requests for Clarification (RFCs) and other documents.
  • Change Orders & Payments : Evaluate contractor change order proposals, negotiate fair pricing, and ensure timely resolution of schedule impacts. Monitor contractor and consultant payments, including architects, engineers, and other involved parties.
  • Professional Service Agreement Administration : Administer and coordinate agreements with architects and the District.
  • Project Close-Out : Oversee project close-out, ensuring compliance with Division of State Architect (DSA) certification and financial closure of the project.
  • Additional Duties : Perform other related responsibilities as required.

Required Qualifications :

  • Experience : Minimum of 10 years of full-time, paid professional experience in construction or project and construction management of commercial / public / educational facility projects. At least 3 years should involve managing complex projects exceeding $10M in construction value.
  • Education :

  • Bachelor’s degree in architecture, engineering, or construction management from a recognized institution, OR
  • A bachelor’s degree in another field, with the ability to obtain the Certified Construction Manager (CCM) credential within one year of employment, OR
  • Possession of a valid CCM credential may substitute for the education requirement.
  • Preferred Qualifications :

  • Experience in Design-Build projects.
  • Possession of Certified Construction Manager (CCM) certification.
  • Familiarity with Building Information Modeling (BIM).
  • Experience with Leadership in Energy and Environmental Design (LEED) and / or Collaborative for High Performing Schools (CHPS) projects.
  • Knowledge of Division of State Architect (DSA) construction and design processes.
  • OSHA 30 Safety Certification.
