Job Summary
We are seeking a skilled and experienced Procurement/Contract Specialist for a 12-month contract. The ideal candidate will have public procurement experience, preferably within the public utility sector, and will play a key role in supporting solicitation, advertisement, and contract award processes for water and sewer pipeline construction projects. This position ensures compliance with legal and regulatory procurement requirements while managing contracts efficiently for successful project execution.
Requirements:
- Procurement Expertise: Strong understanding of public procurement laws, policies, and regulations.
- Contract Management: Experience in drafting, reviewing, and negotiating construction contracts.
- Bid Management: Proficiency in preparing, posting, and managing public solicitations and bids.
- Detail-Oriented: Strong attention to detail to ensure accurate procurement records.
- Communication Skills: Excellent verbal and written communication for interacting with internal teams, contractors, and vendors.
- Collaboration & Problem-Solving: Ability to collaborate effectively and resolve contract disputes.
- Contract Compliance: Knowledge of monitoring contractor performance and ensuring compliance with contract terms.
- Procurement Tools: Proficiency in Oracle P2P and other procurement systems.
- Data Analysis: Strong Microsoft Excel skills for data analysis and reporting.
- Project Management: Ability to manage multiple procurement and contract activities while meeting deadlines.
- Negotiation Skills: Strong supplier and contractor negotiation skills.
Key Responsibilities:
- Public Procurement & Bid Management:
- Prepare, post, and manage public solicitations for water and sewer pipeline construction projects.
- Facilitate and manage bidding processes, ensuring compliance with procurement laws and regulations.
- Coordinate and conduct bid openings, evaluations, and contract award recommendations.
- Contract & Compliance Management:
- Draft and review contracts, procurement documents, and vendor agreements.
- Maintain and update procurement records to ensure proper documentation of all solicitation and award processes.
- Monitor project milestones and contractor adherence to contract terms.
- Assist with contract dispute resolution and issue management.
- Stakeholder Collaboration:
- Work closely with internal teams, contractors, and vendors to support procurement and contracting needs.
- Respond to bidder inquiries and provide guidance on procurement policies and processes.
- Market Research & Cost Analysis:
- Conduct market research and analyze market conditions to improve procurement strategies.
- Perform price and cost analyses to ensure competitive contract pricing.
- Strategic & Financial Planning:
- Assist in budgeting and accounting activities related to procurement.
- Support strategic planning and project management initiatives within the procurement function.
