Job Summary: The Safety Compliance Manager will oversee all aspects of regulatory compliance for RAM Enterprise, Inc. and subsidiary RAM Industrial Construction, LLC. This includes ensuring adherence to MSHA, OSHA, DOT, and client-specific requirements while managing the safety compliance team. The role will prioritize incident investigation, compliance audits, record-keeping, and collaboration with management to maintain safety standards.
This is a salary non-exempt position reporting directly to the Director of Safety & Human Resources.
The selected candidate must reside in or be willing to relocate to Elko, NV.

Key Responsibilities:
Regulatory Compliance:
- Ensure full compliance with MSHA, OSHA, DOT, and other federal, state, and local regulations.
- Coordinate and report to third-party compliance groups (MSHA/OSHA/Avetta/ISN and customer databases)
- Provide accurate interpretation of RAM specific SOPS and federal governed (MSHA/OSHA) regulations and ensure adherence reporting requirements.
- Implement federal, state, and company safety requirements into job-site practices and safety management plans and standard operating procedures.
- Approval duties, as assigned, such as: timecard and expenditure reports.
- Assist in subcontractor eligibility management and pre-qualification management.
Incident Investigation and Documentation:
- Oversee and support supervision in conducting incident/accident investigations.
- Provide documentation to governing agencies (7000 forms/OSHA forms).
- Actively participate in citation litigation with safety training manager.
- Prepare detailed reports of findings, root causes, and recommended corrective actions.
- Manage record-keeping and documentation related to company health and safety requirements.
Leadership and Oversight:
- Actively monitor and audit work processes for safety compliance, coaching employees to follow best practices.
- Conduct audits with regional Safety Reps to maintain regulatory and site-specific compliance.
- Address employee safety concerns professionally and ensure prompt resolution.
- Proactively participate in company wide monthly safety meetings and other assigned meetings to provide safety compliance information and tools for a continued proactive safety culture.
Strategic Planning and Collaboration:
- Assist in the development of interactive safety dashboards such as but not limited to: Power BI, SharePoint, HCSS and other forms of electronic storage of documents.
- Work with corporate leadership to develop the annual safety budget and allocate resources effectively and manage monthly budgets accordingly.
- Work closely with management and HR to manage all Worker’s Compensation and Auto claims, present to the executive leadership team incidents.
- Assist HR in the compliance of drug and alcohol program, post incident investigation and other HR and Safety related SOP’s, and the implementation of beneficial practices across the organization.
Travel and Coordination:
- Travel to job sites and RAM facilities as required.
Qualifications:
Education & Experience:
- High School Diploma or GED equivalent required, bachelor’s degree in occupational health and safety, industrial engineering, or a related field preferred.
- 10 years’ experience in the safety field, with supervisory experience preferred.
- Demonstrated experience in accident prevention, safety auditing, and safety/health compliance.
Certifications (Preferred):
- Certified Mine Safety Professional (CMSP).
- Dual MSHA Blue Card holder.
- OSHA 10 and OSHA 30 certified instructor.
Skills & Competencies:
- Familiarity with third-party compliance groups (e.g., Browz, Avetta, ISN).
- Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.
- Strong problem-solving, organizational, and analytical skills.
- Self-motivated, adaptable, and committed to fostering a culture of safety.
