Basic Function

The current vacancy is in the Public Works department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

Oversees the maintenance and repair of county infrastructure assigned to the Highway Maintenance Division including the day-to-day management of personnel and equipment. Works as directed in establishing maintenance priorities and effective maintenance practices. Assists in the oversite of work rules and policies, supports the Division's efforts to meet the County Board's strategic goals and performs related work as assigned.

If an internal candidate is selected, salary will be set in accordance with the personnel rules (i.e., promotion, transfer, or voluntary reduction).

Examples of Work Performed

  • Promote a diverse, culturally competent, and respectful workplace.
  • Oversee all maintenance projects, programs and activities; work schedules; prioritization; work assignments, develop and implement daily and weekly work plans.
  • Coordinate and collaborate between Ramsey County Public Works divisions and Ramsey County departments, Minnesota Department of Transportation, municipalities, Townships, governmental agencies, law enforcement officials, and taxpayers.
  • Enforce all safety rules and regulations appropriate to meet local, State, and Federal environmental, DNR, Watershed, and OSHA regulations.
  • Instruct employees in safety, methods of work, and operation or maintenance of equipment.
  • Oversees the execution of the Division's snow and ice control program.
  • Review and propose maintenance division work program and budgets.
  • Provide recommendations to the Assistant General Maintenance Supervisor and Central Fleet Manager on the repair, purchase, or disposal of fixed assets, tools supplies and other public equipment assigned to Highway Maintenance.
  • Supervise personnel in road maintenance and / or traffic signs and striping groups, provide work direction and review work for accuracy, develop, and facilitate staff training, provide guidance and interpretation of policies and regulations and ensure staff compliance.
  • Personal management to include performance reviews, interviewing and recommendation of applicants for employment, counsel employees in disputes and conflicts, initiates and recommends disciplinary action if necessary, and training of new and existing employees in maintenance and construction methods, and use of tools and machinery.
  • Assist in administrating the County's alcohol and controlled substances testing program for commercial driver's license requirements in the road maintenance and sign maintenance division.
  • Recommend the need for contracted services and assists in the procurement of professional services, purchases of materials or equipment rental.
  • Oversee the infrastructure asset management system for road and sign maintenance division, ensure the system is being utilized and crews and or staff are recording workflow, material, and equipment as part of maintaining the County's infrastructure and required documentation.
  • Review, revise and / or prepare policies for the division as assigned.
  • Evaluates staff skill and training needs, makes training recommendations, and implements training initiatives as directed.
  • Coordinate with the Central Feel Division on the repair / maintenance schedule of fleet assigned to Highway Maintenance, including making recommendations on equipment replacements or additional equipment needs.
  • Acts as the Division Manager in the absence of the Deputy Director - Highway Maintenance.
  • Provide emergency response and coordination of work crews to emergency weather and flooding conditions, storm damage, hazardous waste spills, or damage to county owned infrastructure.
  • Be assigned on duty to respond within 45 minutes to roadway safety hazards or emergencies from dispatch or County staff on weekends, weekdays after hours and holidays; determine the necessity for emergency call out, contact employees as needed for emergency work, snow call outs, monitor snow plowing need and conduct road checks at all hours.

ESSENTIAL FUNCTIONS :

General Supervisor - Maintenance and Construction : 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19.

Minimum Qualifications

Education : An associates degree or two-year certification in engineering, infrastructure design, construction inspection, construction management or equivalent field.

Experience : Six (6) years of experience in the construction, repair and maintenance of roads and pavements. A minimum of three (3) years of the six (6) years must include work experience as a supervisor.

Substitution :

  • A bachelor's or higher Degree in engineering, infrastructure design, construction inspection, construction management or equivalent field may substitute for two (2) years of the required six (6) years of experience.
  • A minimum of eight (8) years' experience in the construction, repair and maintenance of roads, pavements, storm drains or related including a minimum of three (3) years' experience as a supervisor may substitute for an associate's degree or two-year certification.
  • Certification / Licensure : A valid Class D driver's license. Knowledge of CDL Licensing and / or having a CDL license is encouraged.

    Exam / Screening Process Information

    The examination process will consist of the following section with each section weighted as indicated :

  • Training and Experience Rating = 100%
  • The examination for General Supervisor of Highway Maintenance will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions - do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

    Eligible List : The names of all applicants who filed a properly completed application and passed the examination / screening process shall be placed on the eligible list for an employment opportunity as a General Supervisor of Highway Maintenance. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 180 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

    The names of all applicants who pass the examination with a score of 50% or higher will be forwarded to the department for further consider.

    Veteran's Preference : This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
