Basic Function
This position will be with Ramsey County Public Works. Ideal candidates will have GIS, asset management, and data systems knowledge and/or experience. The primary role in Public Works is to coordinate GIS data collection, data management and data maintenance. The candidate will have daily interaction with each data owner within Public Works to understand their needs and help them with a process for collecting, managing and maintaining their data.
The current vacancy is in the Public Works department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.
To supervise management analysis projects by organizing and coordinating project teams engaged in support of core organizational functions and business processes; to design methods of information transfer and manipulation and to design and create reporting solutions from this data; and to perform related duties as assigned. Supervisory assignments direct the work of project teams staffed by management analysts, and other staff; and may participate in or effectively recommend staffing actions such as hiring, advancement, work assignment, and discipline.
Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Examples of Work Performed
- Promote a diverse, culturally competent, and respectful workplace.
- Supervise the planning for large departmental projects through coordination and administration of unit and user staff involved in management analysis activities.
- Supervise and coordinate the activities involved in large interdivisional and interdepartmental management analysis projects, by establishing a time frame for a scoping phase, design concept, or project to be completed, setting priorities for work to be done, working with direct reports and other staff to gather information, review or conduct applications testing, and make modifications to the concept or project; and reviewing the final product with department staff to ensure it is functional and identifying any needed modifications.
- Analyze business process needs of departments to gain an understanding of the department's functions, goals, and information needs in accordance with recognized principles of system analysis and management analysis.
- Analyze requirements and design methods on a continuous basis for the transfer and manipulation of information. Build, run and modify reports to be used with query or other tools. This may include data mining of internal and external databases and developing queries of low to medium complexity.
- Lead Management Analyst 1-2-3s on major systems development projects and serve as the primary analyst assigned to several divisions.
- Oversee the construction and use of sample data to test program systems and coordinate the redesign of programs or systems to correct failures and verify design effectiveness.
- Conduct analytical studies utilizing work distribution charts, procedure flow charts, movement diagrams, process and operational charts.
- Prepare reports defining problems, plan for solution and implementation of change.
- Manage the security access for departmental users to line of business and County-wide application software.
- Manage and/or develop training plans and curricula, training guides and job aides to ensure consistent use of identified solutions without unplanned variation and coordinate the delivery of training of users when new systems or methods are implemented.
- Establish and maintain a system of forms design and control.

Minimum Qualifications
Experience: Five years of experience in management analysis or related analytical experience.
Substitution: Equivalent combination of education and related experience.
Certifications/Licensure: Valid class D driver’s license required, depending on assignment.
Exam/Screening Process Information
The examination process will consist of the following sections with each section weighted as indicated:

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a GIS Principal Management Analyst. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 60 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been certified and of their status.
Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
