Basic Function

The current vacancy is in the Healthy Communities Division of Public Health.

The position will be responsible for the program areas : Opioid Response Initiative, Hmong Health promotion, Mental Health and Wellness, Trusted Messenger, Healthy Aging, Contract Management and Planning, Adolescent Health, and Violence Prevention.

Each program is led by different staff and, together, they make up the Community Engagement and Health Promotion Team in the division. This team has multiple funding sources and relies heavily on community partnerships to execute the work needed to meet program objectives. Staff operate on different timelines and will need various support at different times. This position must be capable of managing diverse cultural populations while simultaneously aligning with and achieving the objectives of all programs.

To lead and supervise multiple public health program areas by planning and implementing programs, and evaluating or assisting with the evaluation of their effectiveness, in order to meet the needs of Ramsey County residents effectively and efficiently; to develop public health resources in the community; to develop recommendations for and to supervise program budgets; to supervise staff; and perform related duties as assigned.

Flexible Workplace This position is identified under the designation of 'flex work eligible', meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county's flexible workplace policy. Examples of Work Performed

  • Promote a diverse, culturally competent, and respectful workplace.
  • Plan, organize, coordinate, direct and supervise the day-to-day activities of a specific public health program.
  • Evaluate program outcomes to determine if Ramsey County public health needs are being met effectively and efficiently, and recommend and implement any needed changes in programs, staffing, or training.
  • Supervise and evaluate the work of public health professional and technical staff in the program area to ensure the efficient and effective delivery of services; coordinate the training for program staff; supervise licensing and assures enforcement of county ordinances using compliance assurance tools.
  • Recommend public health program changes to the division manager by researching pertinent legislation, health trends and community needs; by interpreting the results of data collection; by identifying service delivery strategies and resources; and by preparing reports and grant requests.
  • Assist the division manager in preparing the program budget, including calculating fees and assuring collection of fees and other revenue, and in evaluating staffing needs in order to maintain quality professional services; monitor the program budget by analyzing budget discrepancies and recommending adjustments to line items; manage program grants and coordinates grant writing activities for assigned program areas.
  • Analyze and evaluate existing program policies and procedures; assist in formulating and developing new and revised policies and procedures. Interpret and apply policies and procedures in the assigned program area.
  • Coordinate program area services and activities with other agencies and departments to maximize resources, avoid duplication, and encourage utilization by the targeted populations; and provide technical expertise to other organizations that are developing and implementing similar service programs in the field of public health and environmental health.
  • Prepare and conduct formal presentations on public health or environmental health issues to outside groups, staff, elected officials and the general public.

Minimum Qualifications

Education : Bachelor's Degree in public health, environmental health, health information management, or a related field.

Experience : Five years of professional experience in public health, environmental health, community health, health information management, or supervisor of operations in a related field.

Substitution : Equivalent combination of education and related experience.

Certifications / Licensure : None.

Preferred : If assigned to health information management, Registered Health Information Administrator (RHIA) or Registered Health Information Technician preferred.

Exam / Screening Process Information

The examination process will consist of the following section with each section weighted as indicated :

  • Training and Experience Rating = 100%
  • The examination for Public Health Program Supervisor will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.     Eligible List : The names of all applicants who filed a properly completed application and passed the examination / screening process shall be placed on the eligible list for an employment opportunity as a Public Health Program Supervisor. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for one month or until hired, whichever occurs first.     Veteran's Preference : This is a classified position requiring an open, competitive selection process.
