What are the responsibilities and job description for the Environmental Health Supervisor -Healthy Homes position at Ramsey County?
The current supervisor vacancy is in the Healthy Homes Unit within the Environmental Health Division. The Healthy Homes Program aims to reduce negative health impacts caused by housing-based hazards, including but not limited to lead dust, lead-based paint, lead in consumer products, radon gas, mercury, carbon monoxide, and in-home asthma triggers. This unit is responsible for the county-wide response to childhood lead poisoning cases, which involves conducting environmental assessments and leading efforts to reduce ongoing exposure from environmental sources of lead.
As part of its primary prevention efforts, the Healthy Homes Program manages a lead remediation grant in partnership with local housing agencies, contractors, and homeowners to remediate lead-based paint hazards before they become a source of childhood lead exposure. Additionally, this unit has been a leader in research and programming to address environmental asthma triggers in housing and to identify cost-effective solutions to reduce these risks. The unit also provides residents with access to subsidized radon test kits and offers follow-up guidance to help reduce radon gas exposure.
This position will oversee and manage work aligned with the department’s strategies; work with other division management staff on leadership and management initiatives; lead or coordinate other environmental health planning efforts or projects; assist in budget development and monitoring; and collaborate with federal, state, and local agencies to improve housing conditions for the residents of Ramsey County.
To lead and supervise the activities of a specific environmental health program area, including program planning, implementation, and enforcement; to supervise the activities of the staff assigned to the program area; to act as project leader on designated environmental health projects; to provide direct professional environmental health services to county residents and businesses, and to perform related duties as assigned.

- Supervise and direct day-to-day operations of a specific environmental health program area, such as solid and hazardous waste compliance, solid waste management, lead and health homes, community environmental health, or community involvement activities.
- Plan, schedule, assign, review, set priorities and evaluate the work of professional and technical staff in a specific program area.
- Interview and recommend individuals to be hired within the specific program areas and train new employees.
- Establish and maintain relationships with staff from state agencies (such as the Minnesota Departments of Health and Agriculture, Minnesota Department of Transportation, and the Minnesota Pollution Control Agency), the Metropolitan Council, the Solid Waste Management Coordinating Board, and environmental health, environmental policy, or environmental service professionals from municipalities, other counties, and various state and federal agencies for the purpose of sharing information and coordinating program planning and activities.
- Conduct focus groups, surveys, data analysis and other environmental health research. Develop plans for changes or improvements in the division's programs based on this research. Analyze technical reports and data from consultants, other governmental agencies, and private industry for use in making decisions relating to the area to which assigned.
- Analyze and evaluate existing program policies and procedures; assist in formulating and developing new or revised policies and procedures, when necessary, and ensure their proper implementation.
- Assist the division manager in budget preparation and development by monitoring division or program revenues and expenses in order to predict budgetary requirements and by analyzing legislative and other regulatory changes, which may impact operating costs.
- Calculate license fees and other fees, recommend changes to fee schedules, and authorize fee billings. Ensure collection of license fees and other program revenue.
- Maintain the program budget and approve expenditures for payment within the program area budget.
- Negotiate and draft contract and grant proposals required to meet division and department service provision goals. Manage contracts upon approval.
- Administer the county environmental charge, to include reviewing of payment receipts and audit reports, ensuring compliance with the ordinance; initiate and supervise enforcement activities as needed.
- Supervise the enforcement of county environmental health ordinances and state environmental rules and regulations, using compliance assurance tools and procedures specified by department policy.
- Ensure that county environmental health ordinances are consistent with state law, rules, and regulations. Determine the need for changes in ordinances and develop proposed amendments.
- Supervise the licensing of entities required to hold a license in environmental health program areas, and recommend that the division manager issue licenses.
- Maintain records and files associated with the program area, and ensure compliance with the Minnesota Government Data Practices Act.
- Create and implement technical assistance programs for businesses, municipalities and local units of government to assist them in managing service provision programs.
- Administer grant programs, including developing and implementing processes and procedures for grants, managing grant contracts, gathering and evaluating grant related data.
- Lead in the development of public education, outreach, and professional education activities for the division; coordinate public education activities with other county departments and offices.
- Answer questions from the public relating to environmental health issues and receive, investigate, and respond to complaints.
- Administer environmental health direct services, (such as yard waste management or household hazardous waste management), including supervising staff, planning and supervising operations, coordinating public education, responding to complaints, and all aspects of service delivery.
- As assigned, act as on-call supervisor, which requires responding to emergency calls received after normal working hours, and directing an appropriate environmental health emergency response.

Education: Graduation from an accredited college with a Bachelor's Degree in environmental health, environmental studies, public health, environmental science, the physical or biological sciences, or a related environmental health field, including at least 30 semester or 45 quarter credit hour credits in the physical or biological sciences.
Experience: Five years of experience as a professional in an environmental health program.
Substitution: A Master's Degree in a related field may substitute for two years of experience.
Other: Registration as an Environmental Health Specialist/Sanitarian by the Minnesota Department of Health (MDH) and/or certification as a Waste Facility Inspector by the Minnesota Pollution Control Agency (MPCA) may be required depending on the area of assignment. Employees assigned to positions for which MDH registration or MPCA certification is required must become registered or certified within two years of appointment.
For positions in a non-regulated program area:
Education: Graduation from an accredited college with a Bachelor's degree in public health, environmental health, environmental studies, environmental science, environmental policy, the physical, biological or behavioral sciences, public administration, or a related field.
Experience: Five years of experience as a professional in a public health, environmental health, environmental studies, environmental science, or environmental services program.

The examination for Environmental Health Supervisor will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.
Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as an Environmental Health Supervisor. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for one month or until hired, whichever occurs first.
