To supervise staff and be responsible for the operations of a major accounting unit; or to supervise and be responsible for the budgeting and accounting functions and related administrative support functions of a department or institution; and to perform related duties as assigned.  

The Senior Accountant for Property Tax, Records and Election Services will lead and direct multiple key functions serving property tax related needs of the County, the State of MN, Metropolitan Council, and the cities, school districts, and special taxing districts within Ramsey County.  Examples include: calculate estimated and certified property taxes; establish and control special assessment projects for Taxing Districts; track, audit, and report on debt issued by Taxing Districts; track, audit, and report on Tax Increment Finance Districts; calculate and distribute property tax revenues.


  1. Promote a diverse, culturally competent, and respectful workplace.
  2. Prepare financial reports for management, county, state and federal financial officials by reviewing, analyzing and compiling financial information in order to summarize financial activity and to identify significant financial trends and conditions.
  3. Assist in the development, writing and maintaining procedure manuals for accounting, budgeting, and capital improvements that are in conformance with laws, county board resolutions, and policies.
  4. Provide training, direction, and oversight to accounting staff.  Supervise designated accounting and support staff or have responsibility for the operations of a major accounting function.
  5. May supervise the Tax Accounting Section of the Property Tax, Records and Election Services Department; perform calculations to determine the proper assessment and redistribution of taxes for Taxing Districts, in accordance with pertinent laws and regulations; maintain tax records and ledgers in accordance with generally accepted accounting principles.
  6. Participate in the planning, development, training and implementation of new systems and procedures; review related information materials; explore alternative systems, procedures and service methods; assess the impact of proposed changes on the organization; implement the new systems or procedures and develop internal controls.
  7. Perform accounting functions relating to Purchase of Service contracts, including: analyze service providers' financial statements; establish and maintain specialized ledgers and control accounts; prepare cost analysis; analyze cash flow activities; participate in rate negotiations; establish internal controls; and monitor for compliance with the financial aspects of the contracts.
  8. Participate in the annual budget preparation; review and analyze documentation to ensure the consideration of financial factors such as previous funding levels, inflation, revenue projections and the financial impact on planned program changes.
  9. Monitor departmental or divisional financial transactions by reviewing, analyzing, classifying and reconciling accounting transactions such as expenditures, revenues, receipts, transfers and adjustments; take corrective actions when necessary; ensure that department/division stays within budget limitations.
  10. Prepare for and assist state auditor's office in annual financial audits.
  11. Develop and maintain uniform financial procedures for the area supervised and to ensure compliance with county regulations, state and federal laws, and generally accepted accounting principles.
  12. Provide consultation and monitor departmental budget administration activities by reviewing, analyzing, and approving budget transactions such as expenditures, transfers, budget adjustments; reviewing and approving write-off of accounts that are deemed uncollectible and other departmental financial transactions; advise departments on a range of issues.
  13. Analyze financial statements; establish and maintain specialized ledgers and control accounts; prepare cost analysis; analyze cash flow activities; maintain internal controls; and monitor for compliance with the financial aspects.

Education:  Bachelor's Degree in Accounting, Business Administration, Public Administration or a related field.


Experience:  Four years of experience as an Accountant or equivalent. 


Substitution:  Equivalent combination of education and related experience.


Certifications/Licensure:  None.

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%

The examination for the Senior Accountant will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions –do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.

Eligible List:  The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Senior Accountant. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for one month or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

Veteran's Preference: This is a classified position requiring an open, competitive selection process.  Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

E-Verify Participation:  Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment.
