To monitor day-to-day operations at a yard waste collection site to include public oversight, maintaining safety, directing traffic, customer education, materials management, data collection, and other such duties as assigned.

  1. Open and close the yard waste collection site on time.
  2. Monitor incoming yard waste and other compostable and recyclable materials to ensure that only acceptable materials are being delivered.
  3. Direct traffic in a manner that provides for the safety of site users, co-workers, and equipment operators while making efficient use of the site by the public.
  4. Direct residents to place materials at the proper locations on site.
  5. Prohibit delivery of unacceptable materials while informing those residents of other management options.
  6. Identify and prohibit commercial yard waste services, businesses, and residents from non-participating counties from using the site while informing them of other permissible recycling options.
  7. Pick up litter on site and remove unacceptable materials from collection areas, occasional brush and weed trimming, and other site upkeep and maintenance.  During winter hours notify supervisor when plowing is needed, shovel snow and spread deicer as needed.
  8. Instruct/inform the public in a positive manner on proper use of the site.
  9. Answer questions asked by site users, and if answer is unknown direct them to the appropriate web site or phone number.
  10. Provide education on yard waste, wood waste and organics/food waste collection and other programs, activities and campaigns.
  11. Distribute compostable bags to those participating in the organics/food waste recycling program.
  12. Record participation data and other operations data as assigned.
  13. Facilitate the activities of volunteer Master Gardeners who provide lawn care and gardening information to the public.
  14. Oversee community groups that volunteer to assist in unloading yard waste during busy fall weekends, provide safety instruction to those groups, and monitor participants for safety.
  15. Survey the public, when instructed, on programs relating to waste reduction and recycling.
  16. Assist members of the public in unloading yard waste from vehicles when necessary.

(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification.  Regular attendance according to the position's management approved work schedule is required.)

ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16.
Education:  Sufficient to perform the work assigned.

Experience:  Six months of customer service experience.

Substitutions: Equivalent combination of education and related experience.

Certifications/Licensure: Must have a valid driver's license.The examination process will consist of the following section with each section weighted as indicated:
  • Training and Experience Rating = 100%
The examination for Service Worker will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely.  
 
Eligible ListThe names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Service Worker. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for three months or until hired, whichever occurs first.  

A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been certified and their status.


The department may choose to interview any candidate on the eligible list.

Veteran's Preference: This is a classified position requiring an open, competitive selection process.  Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

Criminal Background Checks:  All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment. Each case is considered on its individual merits and the type of work sought. However, making false statements or withholding information will cause you to be barred from employment, or removed from employment.

In addition you will be subject to a pre-employment health screening.  



E-Verify Participation:  Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment. Employers may not use E-Verify to pre-screen job applicants and may not limit or influence the choice of documents you present for use on the Form I-9.
