Ramsey/Washington Recycling & Energy (R&E) is searching for a Program Supervisor to manage R&E waste reduction and recycling programs.
R&E is a joint powers entity formed by Ramsey and Washington Counties. R&E coordinates recycling and waste programs between the two counties and owns and operates the Ramsey/Washington Recycling & Energy Center (R&E Center) in Newport, Minnesota (recyclingandenergy.org). R&E’s vision is vibrant, healthy communities without waste, and R&E accomplishes its mission through partnerships and innovation.
This position reports to the R&E Program Director and will provide leadership to R&E’s waste reduction & recycling programs. This position will supervise the team of staff working on these efforts and will closely collaborate with staff from both counties.
This is professional work including, but not limited to, the following:
- Provide supervision to R&E staff working on R&E’s waste reduction & recycling programs and provide leadership to staff from Ramsey County and Washington County that are collaborating on these efforts.
- Oversee the development, implementation, and ongoing evaluation of R&E’s waste reduction & recycling programs, including:
- Develop, utilize and monitor annual work plans.
- Manage the day-to-day program activities and coordinate the team working on these efforts.
- Identify and develop opportunities for new waste reduction and recycling programs that address shared goals of the counties and make progress towards R&E’s strategic priorities.
- Manage internal communications with Ramsey County, Washington County and R&E for key staff, departments and the R&E Board.
- Coordinate with appropriate R&E and county staff to effectively
- Analyze and evaluate existing program policies and procedures, coordinate the development of new or revised policies and procedures and ensure their proper implementation. Lead continuous improvement efforts for policies and ensure understanding and alignment of policies with Ramsey and Washington counties.
- Oversee vendor contracts, including the management of existing contracts and the identification and procurement of new vendor needs. Ensure contractual goals are met, vendor deliverables are completed on time and all program data is collected, analyzed and reported as necessary.
- Manage the development, implementation and evaluation of effective strategic program plans, priorities and goals.
- Collaborate with county and R&E staff and various interested parties to maintain connections with other related activities, including county-specific priorities in these program areas.
- Collaborate with staff from R&E and both counties to identify opportunities to advance progress on R&E goals.
- Manage the collection and evaluation of program information and data to assemble a variety of reports, charts or manuals and conduct research on special projects.
- Maintain records and files associated with the program area and ensure compliance with the Minnesota Government Data Practices Act.
- Work with the R&E Program Director to develop, manage and evaluate an annual program budget. Assemble data and compile budget estimates; plan and administer budgetary controls; process budget related paperwork and maintain accounts; monitor department/division payroll and personnel transactions.
Qualifications: A valid Class D driver’s license is required.
Preferred Education and Experience
Education: Bachelor’s degree in environmental health, environmental studies, environmental science, public health, natural sciences, communications, behavioral sciences, business administration, public administration or a closely related field.
Experience: Five years of experience service delivery, preferably related to waste management, one of the preferred fields above, or a related field. At least two years of experience supervising staff, which can be part of the five years of public sector experience, or at least two years of private sector supervisory experience in addition to the five years of public sector experience.
Substitution: A Master’s degree in any of the above fields may be substituted for two years of the required non-supervisory experience.
Minimum Education and Experience
Education: High School Diploma, GED or equivalent
Experience: At least eight years of highly applicable service delivery experience, preferably in the public sector, with at least four years as a supervisor.
