Job Type: Regular Assistant Dean, Registrar The Assistant Dean, Registrar plays a critical strategic role in the planning, directing, and coordinating of enrollment activities, records management, and academic policies. This position serves as the Principal Designated School Official for international student visa-related issues and oversees the onboarding of all students. The role combines responsibilities of both student life management and registrar functions to ensure a seamless academic and administrative experience for students and faculty. DUTIES AND RESPONSIBILITIES: May perform any or all of the following duties: Strategic Management and Oversight: Lead, plan, and manage onboarding activities for all new students and programs across all campuses, including Master's, MPhil, and PhD programs. Create annual and biennial instructional plans, including course and examination schedules for Santa Monica and DC Campuses. Facilitate communication between faculty and administration to optimize scheduling efficiency and address any conflicts or concerns. Oversee the regular updating and maintenance of the course catalog to ensure accurate and consistent information across all platforms. Develop, analyze, apply, and revise academic policies and procedures. Conduct annual student office space allocation process and coordinate with RAND Facilities for space needs. Oversees administrative aspects of the PhD dissertation process including tracking committee approvals, scheduling defenses, recording final signoffs by the committee and dean, and uploading dissertations on ProQuest. Develop a strategic vision for updating and managing student files to accommodate growth over the next 3-5 years. Assist the school in implementing this vision and provide analysis and support to the Dean and Associate Dean of Student Life. Enrollment and Records Management Manage the Populi online academic enrollment management portal and maintain legacy academic records. Coordinate graduation application processes and conduct degree audits to ensure students meet all requirements for graduation. Coordinate student separation processes for graduations, leaves, withdrawals. Ensure the accuracy and integrity of student records in all systems. Oversee the issuance of official transcripts, diplomas, and certifications. Design and analyze enrollment reports and prepare submissions for regulatory reporting obligations. Ensure compliance with accreditation requirements and standards. Prepare reports and documentation required for accreditation processes. Faculty and Student Support, and Management/Supervisory Responsibilities Provide training and support to faculty and staff on Populi. Develop resources for faculty and students to understand registration and academic policies. Be available to assist faculty and students with enrollment transactions and answer enrollment and school policy-related questions. Serve as a Designated School Official (DSO) and maintain student information in the U.S. Immigration and Customs Enforcement (ICE) Student and Exchange Visitor Information System (SEVIS). Manage staff including but not limited to review and approve time off as appropriate, monitor individual performance, address performance issues, and write annual performance reviews and goal setting. Knowledge and skills: Computer literacy skills: use of financial, personnel and other reporting systems for use by Administrators at RAND & proficiency with Microsoft Office suite Communication: Demonstrated ability to express ideas clearly and convincingly in written and oral communications. Strong interpersonal skills. Communications: effective social media communication including websites, Twitter, Facebook Supervisory: Supervisory experience is required. Additional skills: Extensive understanding of academic, financial and social issues related to graduate education, Knowledge of generally accepted accounting principles and government audit and reporting requirements, Federal and state laws and regulations pertaining to federally insured financial aid, Graduate School processes, such as admissions, recruiting, matriculation Organizational skills and management expertise, including successful management of the school’s admissions process, records, personnel and student services Special qualifications: Budget Control: Financial management, planning and administration of the PRGS budget that relates to admissions and special projects, with multiple funding sources. This includes appropriately correlating available fiscal resources with programmatic needs and demonstrated skill in cost control. Familiarity with information systems, particularly data management systems. Experience in public policy school or graduate admissions desired. Education Requirements MS/MA required Experience Minimum of 6 years of relevant experience required. Ph. D. preferred Location Santa Monica - Hybrid work arrangement Salary Range: $88,000 - $112,400 RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate’s work experience, education/training, skills, expertise; and internal equity. The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken).
