Job Type: Regular We are seeking a Senior Division Administrator to manage daily financial activities for the Education and Labor Division. Reporting to the Director of Operations, this will include research project and overhead budgeting, tracking and monitoring division projects and financial data, preparing financial reports for internal and external clients, providing support and guidance for internal clients, and data analysis. This position will serve as a point of contact for addressing issues and interacting with internal support departments, including Finance and Accounting, Contract and Grant Services, Procurement Services, and Billing and Client Financial Reporting. The Senior Division Administrator is expected to possess a foundational understanding of financial and operational policies, procedures, and practices, enabling them to address internal client requirements and needs proactively. Responsibilities include but are not limited to: Manage financial and administrative aspects of overhead and awarded projects. Create, revise and review budgets and monitor project spend rates. Identify changes to approved budgets that require client approval and notification. Manage division overhead costs, collect data for reporting, and conduct financial analyses. Monitor expenditures for allowability, allocability and reasonableness throughout the project period of performance. Assist in the preparation of recurring internal and/or deliverable financial reports at both the project and Division levels. Serve as a primary contact for inquiries from stakeholders (e.g., division management, project leaders and other research staff, and RAND support departments). Develop and communicate reports supporting project status; and may create forecasting models, scenarios, and decision aides for the Division. Work closely with Contract and Grant Services, Procurement Services, Research Accounting, Communications and External Affairs, Development, General Counsel, Division management, and research staff to ensure alignment with overall business objectives. Assist with operational responsibilities as needed, including business planning and procedural improvements. Direct research staff to guidance on policies and procedures and make recommendations for improvements to processes and procedures. Contribute to documenting standard operating procedures and processes. Interpret organization and government policies and regulations (FAR, Accounting Standards, sponsor guidelines, etc.) and help staff members in interpreting complex policies. Identify and recommend process improvements based on feedback from internal customers, cross functional peers, and senior management. Perform other assigned tasks as necessary. Qualifications Microsoft Office including Advanced Excel, and some exposure to database and enterprise application use (e.g., Workday, Salesforce) Experience working with structured data from multiple resources to produce financial and other administrative reports Excellent written and verbal skills dealing with a variety of staff levels Experience working with contracts and/or grants is desired Familiarity with federal contracting and Federal Access Regulations (FAR) is a plus Ability to maintain sensitive and confidential information appropriately. Education Requirements Minimum High School diploma, Bachelor's degree preferred Experience Minimum of six years of experience; ten years preferred Salary Range: $73,700-$109,400 RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate’s work experience, education/training, skills, expertise; and internal equity. The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken).
