Responsibilities include assisting in project plan development to align requirements with resource availability, participating in program planning to identify infrastructure dependencies, and collaborating with customers to manage program priorities. The role also involves working closely with the OM&S Task Order Program Manager and Solution Chief to oversee contract proposals, project implementation, and system modifications. Additionally, the candidate will support technical scope, schedule, and cost inputs for contractual deliverables and contribute to the development of an Integrated Master Schedule (IMS) with regular status updates for Earned Value Management (EVM) accounting. The ideal candidate should be adept at managing task order conflicts and releasing train efforts to fulfill OM&S objectives.
Required Skills
- Prior leadership experience in program or project management
- Proficiency in managing global command and control networked computer systems
- Comprehensive understanding of the program development life cycle, including emerging digital environments
- Experience excelling in ambiguous or sparse information scenarios
- Strong product management capabilities, including vision and strategy generation and execution
- Excellent communication skills for interacting with internal and external customers, leadership, and development teams
- Experience in Department of Defense (DoD) Space or Missile Defense sectors
- Familiarity with Agile development processes
- Proven ability to develop and lead deployment projects supporting Operations, Maintenance, and Sustainment (OM&S) for C2BMC systems
- Experience in supporting contract proposals and creating detailed bids covering project scope, schedule, and cost
- Knowledge of project baselining to create an Integrated Master Schedule (IMS)
- Experience providing Earned Value Management (EVM) reporting against planned tasks
- Capability to identify and define issues or areas for improvement
- Ability to develop technical solutions to complex problems leveraging cross-functional engineering teams
- Serve as the Deputy Solution Chief, breaking down system requirements into manageable work packages (epics and features).
- Coordinate planning efforts and execution with various ART leadership teams.
- Organize meetings to establish clear definitions of "done" and project scope during development.
- Ensure milestones are met through effective execution and monitoring.
- Assist in creating project plans that align with resource availability and meet requirements.
- Participate in increment program planning to identify dependencies and timelines for software and hardware installations.
- Collaborate with the MDA customer to set and adjust program priorities while managing the operational baselined system.
- Work closely with the OM&S Task Order Program Manager and Solution Chief to oversee OM&S contract proposals, implementation, and system modifications.
- Support the planning and execution of technical scope, schedules, and cost estimates for contractual deliverables and other projects as directed by leadership.
- Contribute to the development of an Integrated Master Schedule (IMS) and provide regular status updates for Earned Value Management (EVM) accounting.
- Facilitate de-confliction among task orders and release trains to ensure OM&S objectives are met.
- Advanced degree and 12 years of relevant experience OR
- Bachelor's degree and 14 years of relevant experience
- Background in Project Management, Engineering, Computer Science, or Business Management
- Process improvement orientation and strategic work prioritization
- Familiarity with project management software and tools
- Understanding of operations research and data analysis techniques
- Proficiency in risk management strategies within project environments
- Experience with stakeholder engagement and management
- Knowledge of current trends and technologies in command and control systems
