Range Mental Health Center is proud to be a Certified Community Behavioral Health Clinic (CCBHC). The goals of the Certified Community Behavioral Health Clinics program in MN are to 1) increase access to community-based mental health and substance use disorder services (particularly to under-served communities), 2) advance integration of behavioral health with physical health care, and 3) improve utilization of evidence-based practices on a more consistent basis.
Job Summary:
The Program Manager provides leadership to ensure highly effective and operational practices in all domains: Client outcomes, People and Stewardship within services. The Program Manager ensures compliance with all pertinent regulatory standards and RMHC policies and procedures and collaborates with agency leaders to support well-coordinated and effective services to the people we serve.
Essential Functions:
- Organize programs and activities in accordance with the mission and goals of the agency.
- Manage program and grant budget, ensuring that program, revenue, and expenditures are within budget, including productivity targets.
- Communicate and direct program staff sufficient to ensure program alignment with RMHC Mission, Vision and Values
- Recruit, select and ensure proper training of mental health practitioner staff in SLBH programs.
- Ensure proper orientation and on-going training of all staff associated with the programs assigned in partnership with clinical supervisors and others.
- Coach and manage staff to meet job requirements such as timely documentation, quality standards, and compliance.
- Provide staff supervision ensuring high quality service to clients and effective collaboration with colleagues to provide care coordination across programs.
- Manage oversight of scheduling and staffing based on program needs and financial sustainability.
- Ensures daily workflows, policies, and procedures are effectively executed.
- Identifies solutions for challenges and promotes innovation and change
- Sets expectations, provides feedback, and conducts evaluations for team members
- Build and maintain positive working relationships with community partners
- Support program employees by removing barriers to effective service delivery.
- Supports professional growth and fosters a positive team culture
- Partner with clinical leadership to ensure compliance with all pertinent clinical standards, including state and federal statutes, certifications, and licensure requirements.
- Work across agency departments, practicing positive partnership, to ensure continuity of care, appropriate utilization of resources and to accomplish agency objectives.
- Work in collaboration with the billing department to ensure services meet reimbursement requirements.
- Actively participate as a member of the Management Team to ensure program alignment with RMHC Mission, Vision and Values.
- Network with key community customers and partners; ensure program meets existing needs and identify potential future growth /change opportunities.

Minimum Qualifications:
- Has at least 5 years of experience of providing substance use treatment
- Has at least 2 years of supervisory/management experience
- Holds a bachelor’s or master’s degree in behavioral sciences or related fields.
- Valid Minnesota driver’s license, ability to pass applicable background checks.
Physical Requirements:
- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
- Adequate level of vision to use computer terminal.
- Sufficient hearing to accurately record information received verbally.
- Articulates the English language in a manner that is sufficiently clear to be easily understood.
- Maintain an acceptable level of professional appearance.
