General Summary
Performs Rayburn Country Electric Cooperative, Inc.’s (Rayburn) financial operations, with a focus on treasury management, cash flow forecasting, and financial forecasting & reporting. Prepares financial analysis to aid strategic decision-making. Prepares debt calculations, ensures compliance with financial regulations and assists with budgeting. Principal Duties and Responsibilities / Knowledge
• Oversees Rayburn's debt portfolio, including loan facilities, bonds, and other financial instruments.
• Monitors debt compliance requirements to ensure accurate and timely disclosure reporting of debt metrics in adherence to financial agreements, internal controls, and compliance with regulatory requirements.
• Conducts financial analysis to identify trends, opportunities, and risks.
• Maintains financial forecasting models for capital investments and projects, makes recommendations based on forecasted data.
• Supports short-term and long-term cash management strategies.
• Assists with regulatory filings, audits, and financial due diligence processes.
• Serves as a contact for banking relationships and manages banking and investment accounts including cash flow activities, account setup, and fee structure review.
• Monitors bank accounts to ensure accuracy and integrity of financial transactions.
• Analyzes and prepares financial reports, including cash flow forecasts, balance sheets, and liquidity forecasts to ensure optimal liquidity for operational and strategic needs.
• Monitors, evaluates, and optimizes investment opportunities and capital expenditures.
• Collaborates with various departments to develop, review, and monitor budgets, ensuring alignment with organizational goals.
Key Accountabilities
• Complies with all policies, procedures and confidentiality agreements effective as a result of employment with Rayburn.
• Shares information with Rayburn management and staff, contractors, and other third parties in a timely manner, as required.
• Delegates jobs and tasks to appropriate employees, providing complete information and resources to properly complete such jobs and tasks.
• Provides Rayburn management with updates and/or reports on work and tasks as requested or required.
• Performs other duties as assigned by supervisor or executive management.
Job Specifications / Skills Required
Education:
Bachelor's degree in Accounting, Finance, Economics, or related field of study is required.
Experience:
· 5 years finance, treasury, or financial analysis experience, electric utility sector or other highly regulated industries helpful.
Skills:
· Strong understanding of financial analysis, accounting principles, and treasury management.
· Excellent analytical skills with the ability to interpret complex financial data
· Proficient in Microsoft Office
· Advanced Excel and financial modeling knowledge
· Exhibits strong, independent thinking with adept problem-solving skills and a proactive approach to addressing challenges
· Able to work effectively in a team environment; willing to assist others.

Physical Demands
