The selected candidate will oversee and ensure compliance with regulations and requirements set forth by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). The role is responsible for developing, implementing and managing practices to ensure safety and security of the manufacturing facility, staff, and its intellectual property.

Responsibilities to Anticipate:

Management of ATF records transactional records for all ATF-licensed facilities
- Firearms and explosives Acquisition and Dispositions (A&D) records
- Manage the Daily Summary of Magazine Transactions (DSMT) for each explosive storage magazine
- Execute and manage the physical validation all ATF records against applicable physical inventory on a cadence set forth by regulatory requirements.
- Collaboration with internal functions to ensure compliant reconciliation of ATF records and explosives inventory

Management of all Explosives Employee Possessors and Responsible Persons at the R2S ATF-licensed site
- Review and submit all Employee Possessor Questionnaires (EPQs) to ATF
- Track and communicate all Explosives Employee Possessors and Responsible Persons statues with respective applicants and authorized stakeholders accordingly
- Interface with ATF on all matters regarding EPQs
- Be a focal point and subject matter expert providing clear guidance to employees and business partners on due diligence and relevant internal policies and procedures as a Federal Firearms
- Employ risk analysis expertise due diligence to assess and monitor the R2S cross-functional processes related to the acquisition and disposition of firearms and explosive material through reporting, assessments, and monitoring
- Apply due diligence best practices related to the embedment of ATF regulatory requirements into the business, such as the development and management of ATF policies, procedures, guidance, training, and instructions, as well as the management of tools and automation initiatives
- Establish efficient and consistent processes to ensure compliance through the development, documentation, and continuous improvement of ATF processes
- Be a focal point and subject matter expert providing clear guidance to employees and business partners on due diligence and relevant internal policies and procedures such as a Federal Firearms License (FFL) and Federal Explosives License (FEL) Responsible Person (RP), for applicable Raytheon sites
- Conduct audit and assessment activities, both internal and with regulators
- Assist the R2S compliance and security team as required
- Travel up to 25% is required to maintain compliance across the US
Basic Qualifications:
- Typically requires a university degree and a minimum of 8 years prior ATF compliance and/or international trade compliance experience, or an Advanced Degree in a related field and minimum 5 years relevant experience
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
- Experience with ATF requirements
Preferred Qualifications:
- Experience analyzing business risks under the laws and regulations of the National Firearms Act (NFA), Gun Contron Act (GCA), Safe Explosives Act (SEA), and the Part 447 of the Arms Export Control Act (AECA)
- Experience collecting, analyzing and reporting data
- Experience in a compliance or security role at Raytheon
- Excellent judgment and the ability to convey reason and prudence in oral and written communications to influence stakeholders regarding policies and procedures
- Strong analytical, written and communication skills appropriate for effective risk identification, documentation and mitigation
- Ability to work inter-dependently across business areas to achieve program and organizational goals aligned with Raytheon's ATF compliance program
