- Provide overall program direction, control, and coordination.
- Manage all facets of program management and contract performance within specified schedules and budgets, ensuring compliance with contractual requirements.
- Oversee military or DoD, US Government, Prime Contractor, Load, Assemble and Pack (LAP) manufacturing programs.
- Prepare proposals and engage in pre-contract negotiations.
- Manage multiple programs simultaneously.
- Participate in the development and maintenance of operational and manufacturing budgets.
- Develop work breakdown structures to identify necessary program resources, establish labor and budget estimates, and create program timelines or Master Program Schedules (MPSs).
- Utilize metrics and data analysis to support on-time and within-budget program completion.
Key Qualifications:
- Ability to manage multiple programs concurrently.
- Experience working closely with international customers.
- Prior experience in the defense industry is required.
- Experience in defense R&D activities is preferred, particularly for projects with undefined or evolving specifications and processes.
- Self-directed with strong initiative.
- Technical background: an engineering degree is not necessary.
- Excellent organizational skills, including scheduling, document management, and activity coordination.
- Effective communication skills with customers, suppliers, subcontractors, and team members, including verbal presentations, briefings, and written documents (Statements of Work, PowerPoint presentations, MS Project, Excel).
- Hands-on approach to program management, not just a supervisory role.
- Must have Security Clearance or ability to obtain Security Clearance.
- Must be a U.S. Citizen.
Job Knowledge, Skills, and Abilities:
- Proficient in estimating, financial planning, procurement, MRP, manufacturing, scheduling, and program management systems.
- Well-versed in industry-standard cost control techniques, including the Earned Value Management System process (EVMS) and the Uniform Commercial Code & Federal Acquisition Regulations (FAR).
Education and Experience:
- Bachelor’s degree in a technical field or equivalent experience.
- Minimum of 5 years of related experience.
