ASSISTANT PROPERTY MANAGER
Job Description: Non-supervisory staff position in a Property Management Office. This position is responsible for assisting a Property Manager in the management and efficient operations of a property in accordance with the lease, applicable laws, and internal policies and procedures. Work involves accomplishing a variety of functions related to the occupancy cycle, resident relations, property administration and property management. Work may also involve the highly independent and technical work of a Housing Specialist, which entails primary or back-up processing of client information for continued eligibility in the agency’s housing programs.

Essential Functions:
- Perform new resident leasings. Reviews and executes relevant documents for understanding. Performs property tour and orients new residents to services and amenities. Performs move-in inspection to ensure that resident is informed of unit functionality and that unit meets move-in standards.
- Greets, assists, and directs customers to the appropriate employee or department, providing pleasant and informative reception and services to visitors and callers. Fields general property questions.
- Performs unit inspections in relation to pre-occupancy (“move-in” or “initial” inspections); or other recurring time periods; post-leasing (“move-out” inspections); inspections generated by a complaint or a concern; and inspections dictated by a third party. Ensures understanding of inspection assessment by Housing Inspector and communicates results to resident family. Addresses issues related to any disputes.
- Performs visual inspections of the property to ensure agency obligations are being upheld. Receives and investigates concerns regarding property conditions or property maintenance services. Maintains log of inspections and findings. Communicates findings with Property Manager and other departments.
- Assists Property Manager with:
- Rent collection. May assist with discussing account balances, factors influencing circumstance and consequences for non-payment. Apprises Manager of account status.
- General lease violations. Gathers information from residents, neighbors, employers, law enforcement and other agencies and external resources.
- Resident-related conflict resolution. Interviews residents to gather information for Manager direction.
- Preparation and filing of lease terminations with local Magisterial District Judge. Prepares letters. Attends court hearings in the Manager’s absence.
- Make referrals to the Resident Services Department for possible Service Coordination needs. Attends Resident Council meetings in Manager’s absence. Participates in and promotes Resident Services initiatives at Manager’s direction.
- As indicated by the property and/or campus, performs duties of the Housing Specialist, including
- Annual reexaminations, on a schedule determined by Manager
- Interim re-examinations when family circumstances change
- Calculates and conveys information to residents regarding the information and methods used to assess income, assets, deductions, allowances, rent amount, family composition, community service obligations, and eligibility for and/or compliance with HUD rules and programs
- Makes use of 3rd party verifications by way of HUD’s Enterprise Income Verification System (EIV), The Work Number, The National Crime Information System (NCIC), and various other methods to determine continued occupancy
- Serves as Hearing Officer upon request of Manager or Administrator.
- Performs related work as required.
Qualifications:
- A minimum of high school diploma or equivalent required, with one year of experience in a related field preferred.
- Ability to demonstrate outstanding customer service and communication skills, including active listening.
- Ability to express ideas clearly and concisely, orally and in writing.
- Excellent time management and organizational skills, with exceptional attention to detail. Proven ability to meet deadlines. Ability to plan and organize in order to manage assigned caseload.
- Understanding of basic office practices, procedures, and equipment.
- Ability to understand and execute oral and written instructions with minimal supervision. Willingness to request clarification as needed.
- Proficient with Microsoft Office Suite (Word, Excel, Outlook) or related software. Ability to learn new software.
- Knowledge of and/or demonstrated ability to learn, apply, interpret, and explain organizational policies and procedures.
- Knowledge of and/or demonstrated ability to learn, apply, interpret, and explain pertinent laws and regulations.
- Ability to establish and maintain effective working relationships with superiors, subordinates, clients, other agencies, and the general public.
- Ability to meet physical requirements of the job, including walking up and down stairs, ramps, building interiors, corridors, and property exteriors. Ability to tolerate weather conditions necessary to perform site inspections throughout all seasons.
