- Master’s Degree in Education and at least five (5) years experience as an elementary principal, preferably in an urban school district.
- Appropriate Pennsylvania certification required;
- Knowledge of learning theory, program planning, curriculum development, and management of instructional programs.
- Knowledge of current educational trends, methods, research, and technology.
- Proven ability to work collaboratively and cooperatively with pre-school, special education, alternative education, and secondary education leaders to provide for a comprehensive educational program.

- Remain abreast of and disseminate information relative to the development of innovations in the field of education, particularly as it relates to early childhood education and providing a comprehensive educational program for a diverse student population.
- Works with principals and other district administrators to ensure consistent implementation of early childhood education, including PreK Counts
- Ensures a smooth transition for children from home, daycares, PreKindergarten programs to kindergarten
- Coordinates district services for young children in early childhood, includes but not limited to, Internships of Reading High School students, after school tutoring, and transitions to early childhood programming.
- Provide staff leadership to ensure understanding and implementation of the instructional objectives and priorities of the District.
- Work collaboratively with community Early Learning partners
- Prepare or oversee the preparation of all required reports and maintain required records.
- Collaborates with Early Intervention, Professional Development, ESL, Family Engagement, Federal Programs, Student Services and Curriculum as it relates to Early Childhood.
- Develops and implements community outreach and networking opportunities for children, birth to school age.
- Establish and implement necessary procedures for referral to and cooperative planning with other agencies providing services to children.
- Oversee and monitor the budgets for areas of responsibility in collaboration with the Chief Financial Officer, and other staff with responsibility for budget oversight.
- Supervise assigned personnel, conduct annual performance appraisals, and make recommendations for appropriate employment actions, including, but not limited to, hiring, firing, disciplinary action, etc.
- Utilize appropriate strategies and problem-solving tools to make recommendations and decisions concerning planning, budgeting, utilization of funds, delivering services, and evaluation of services provided.
- Consistently represent the District in a positive and professional manner.
- Attend training sessions, conferences, and workshops to keep abreast of current practices, programs, and legal issues associated with areas of responsibility.
- Perform such other duties as requested/assigned by direct supervisor.
