Summary

Proposal Managers work directly with Company and partner personnel to create compelling responses to RFIs, RFPs, RFQs, and other public sector and commercial procurement solicitations. Proposal Managers not only focus on proposals, but also on fostering a conducive environment for team collaboration across all areas of business in support of the proposal process. Proposal Managers are responsible for determining and following proposal cadence, logistics, and reporting. The Proposal Manager will also be responsible for delivering lengthy, highly complex responses and proposal documents. Reporting to the Capture Manager, the Proposal Manager should be comfortable working both independently and as part of small groups to lead response teams to success.


Key Responsibilities

Essential duties and responsibilities include but are not limited to:

Proposal Coordination

  • Understand federal and state government source selection processes.
  • Read, interpret, and derive functional and technical requirements from solicitation documents.
  • Develop and manage proposal schedule, outline, assignments, compliance matrix, and other proposal artifacts and processes (familiarity with Shipley or other proposal management process is ideal).
  • Work with sales and business development staff to develop and incorporate proposal win themes, differentiators, and value proposition.
  • Coordinate meetings and facilitate frequent, open communication among response team members.
  • Collect, tailor, and incorporate input into proposals from key contributors.
  • Ensure proposal responses are fully compliant with solicitation requirements.
  • Work closely with senior management to calculate pricing for proposed products, implementation services, hosting, reimbursable travel, and other components.
  • Deliver compliant proposals on time and according to departmental processes and standards.
  • Communicate the progress of proposals to management.

Proposal Writing

  • Format the finalized proposal document, incorporate input from proposal contributors, and perform copy editing.
  • Produce high-quality written content, often technical in nature, by engaging subject matter experts and interviewing them.
  • Write clearly and concisely, and ensure the tone is consistent throughout the entire response.
  • Strictly adhere to Company branding, template, and style standards.

Departmental Processes

  • Develop and implement structured, reusable proposal response content.
  • Assist in maintaining the departmental library of prepared proposals and related materials such as past performances, staff resumes, implementation plans, RACI charts, and graphics.
  • Assist in the development and implementation of departmental procedures and workflows.

Administrative Responsibilities

  • Protect confidential company information at all times.
  • Log time each week in our time-tracking system.
  • Take on other responsibilities and assignments from time to time as requested by management.

Technical Skills 

  • Previous experience in health care, information technology, or related field preferred.

Core Competencies

Organizational and Analytical Skills

  • Highly organized and detailed, with a perfectionist approach to work.
  • Knowledge of procurement processes in both the public and private sectors.

Technical Proficiency

  • Demonstrable expertise in Microsoft Office products, particularly Word and Excel.
  • Previous experience in healthcare, information technology, or related fields (preferred).

Communication and Interpersonal Skills

  • Excellent verbal and written communication skills.
  • Oral and written fluency in English.

Adaptability and Problem-Solving

  • Flexibility and adaptability to frequently changing standards and priorities.
  • Ability to maintain quality and prioritize tasks under deadline pressure.

Education and Qualifications

  • 5 years of proven experience preparing written content for winning proposals and/or similar experience with sales, marketing, or technical documentation.
  • 5 years of experience writing proposals for the U.S. Federal and State markets.
  • Proven ability to manage confidential information with discretion and integrity.
  • Oral and written fluency in English.

Physical & Mental Qualifications

  • All positions require the ability to work on a computer for at least eight (8) hours per day. This includes fine and gross manipulation (typing and utilizing the mouse), looking at a computer screen for extended periods of time, visual acuity (reading from a computer screen). This also includes the ability to sit and stand for a combined period of at least eight (8) hours per day.
  • All positions require minimum and infrequent lifting requirements (laptop).
  • No positions require walking requirements apart from the travel and commute as stated in this section.
  • All positions require the ability to talk on the phone.
  • May require occasional travel.
  • All positions require the ability to focus on numerous tasks and project requirements throughout and eight (8) hour workday.
  • All positions require the ability to work, communicate, and collaborate with team members, peers, clients, vendors, and other entities that the Company maintains business relationships with.

Salary : $75,000 - $90,000
