Job Responsibilities:
• Develops all in house capital project cost estimates during study phase of a project and for final project authorization
• Directs and oversees the development of all capital project cost estimates performed by outside engineering firms during the feasibility study phase and for final project authorization
• Leads the risk analysis meetings for all capital project estimates utilizing the company's Risk Analysis Program. The outcome of these efforts is a properly identified project contingency and path forward for project risk mitigation.
• Analyzes project estimate packages for completeness and determines the level of definition of the project. As a result of this analysis, recommends modifications required to scope packages for acceptable level of definition that meets project objectives.
• Supports the analysis of construction contractor bids during pre-bid meetings to identify whether contractors understand the scope of work. Provides recommendations to Project Managers where cost and schedules are impacted.
• Develops and reviews of cost estimates for project changes and field change orders. Recommends approval or rejection based upon whether these changes are required to meet project objectives
• Reviews material and labor requirements to determine the most cost effective way to execute the project. Evaluates cost estimates submitted by contractors and engineers for accuracy and completeness
• Establishes forecasting criteria for project cost and schedules on all capital projects. Integrates contractor specific systems with these forecasting criteria. Identifies inefficient execution and established changes to project execution strategy
• Works with project staff and contractors to estimate costs, time, materials, and resources necessary to achieve project goals
• Reviews and maintains cost standards and procedures to ensure allocation of appropriate manpower and equipment, developing, updating, and monitoring the capital project analysis on all capital projects to determine appropriate level of contingency
• Assists in reviews of contractor estimates during bid conditioning meetings
Education/Experience Required:
• Bachelor's degree preferred in related field plus 3 years of job related experience or
• Minimum of Seven (7) years of job related industrial experience, preferably in refining
• Experience with industrial estimating (Aspen User preferred)
• Knowledge of cost accounting and engineering practices, preferred
• Detailed knowledge of construction activities
• Computer skills and experience with excel spreadsheets
• Strong analytical skills
• Capable of working with minimal supervision
• Ability to multiple tasks
• Valid driver's license

Summary of Description: The Technician will work under the supervision of an assigned specific discipline and based on experience the individual evaluates, selects, and applies standard applicable techniques. Could include discipline work of purchasing, expediting, NDT Inspection, project controls, surveying, laser scanning, schedulers, planner, construction inspectors, project coordinators, automation, controls, etc.
Duties:
- Assists assigned supervisor in various aspects of projects assigned.
- Applying standard discipline techniques to make minor adaptations and modifications.
- Perform other job-related duties as assigned.
Education and Experience: High School Diploma or equivalent (G.E.D.) with additional specialized training, or college course work, and at least six (6) years of experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
License Requirements:
- Valid Driver’s License as per State law or requirement
Specific Skills:
- Detailed working knowledge of Policies and Procedures related to project work.
Physical Requirements:
- Ability to walk up to one mile on industrial plant and construction sites outdoors at any time of the year.
- Ability to work in protective clothing which may elevate body temperatures by several degrees Fahrenheit for periods of up to 15 minutes without a break.
- Ability to use multi-level stair towers and rung ladders unassisted.
- Ability to hear safety alarms and signals while wearing hearing protection.
- Ability to sit at desk and operate computer for extended periods of time.
- Ability to stand, use hands and fingers, grip, handle or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch or crawl; and talk and hear.
- Ability to see with visual acuity and distinguish between colors.
- Ability to operate a motor vehicle and have a valid driver’s license.
- Ability to lift and carry 15 lbs. on a regular basis is required and at times lifting up to 25 lbs. may be required.
