Summary of Description:

Develop and oversee the engineering and design efforts for construction drawings / packages for projects.

Duties:

  • Assist in the definition of project work scopes for engineering requirements, including package deliverable requirements.
  • Assist with Process Safety Management/Process Hazard Analysis
  • Concisely describing the project requirements by means of engineering sketches and verbal instructions to the design staff. Presenting this work to the design personnel in an organized form suitable for design by the available personnel.
  • Coordinating and organizing work with other disciplines. Maintaining good working relationships between disciplines.
  • Checking drawing packages for completeness and accuracy.
  • Performing calculations required for their discipline. The ability to check calculations of other engineers for completeness, code compliance and accuracy.
  • Equipment Specifications and Vendor interaction.
  • Perform other job-related duties as assigned.

Education and Experience

Bachelor of Science Degree in a related technical field from an accredited university with at least three (3) years of experience in petrochemical, chemical, offshore, pipeline or utility industries; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

License Requirements:

  • Valid Driver’s License as per State law or requirement
  • Professional Engineer Intern with professional registration preferred

Specific Skills:

  • Knowledge of discipline design codes and other industry standard discipline related regulatory codes expected.
  • AutoCAD knowledge with 2 years minimum experience preferred.
  • Process Safety Management/Process Hazard Analysis
  • Proficient in Microsoft Office and Outlook or similar software with preference on spreadsheets, data base and word processing.
  • Familiar with discipline specific compute applications (i.e., ETAP, STAAD, CEASAR, etc.)

Physical Requirements:

  • Ability to walk up to one mile on industrial plant and construction sites outdoors at any time of the year. 
  • Ability to work in protective clothing which may elevate body temperatures by several degrees Fahrenheit for periods of up to 15 minutes without a break.
  • Ability to use multi-level stair towers and rung ladders unassisted.
  • Ability to hear safety alarms and signals while wearing hearing protection. 
  • Ability to sit at desk and operate computer for extended periods of time.
  • Ability to stand, use hands and fingers, grip, handle or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch or crawl; and talk and hear.
  • Ability to see with visual acuity and distinguish between colors.
  • Ability to operate a motor vehicle and have a valid driver’s license.
  • Ability to lift and carry 15 lbs. on a regular basis is required and at times lifting up to 25 lbs. may be required.

PRIMARY PURPOSE:

The role of the process safety engineer/coordinator is to provide technical support for safe operations and oversee the PSM / RMP program. He or she will help ensure potential scenarios are identified, rationale for the potential risks is documented, the necessary calculations to quantify them are performed, and recommendation to mitigate those risks are identified. The PSM/RMP will work with personnel to resolve any compliance gaps and work to close gaps.


RESPONSIBILITIES / ACCOUNTABILITIES:

•  Maintain PSM/RMP policies and serve as site contact for interpretation and guidance for process safety related procedures and best practices.

•  Responsible for PSM/RMP programs. 

•  Awareness and communication to management team of current information/developments in process safety as related to technology and compliance. 

•  Provide oversight of the PSM/RMP performance and conduct process safety metric trend analysis.

•  Support all levels of the organization regarding PSM and RMP compliance matters and daily PSM related issues and offer support to the Safety Manager. 

•  Oversee the process for filing and maintenance of facility Process Safety Information. 

•  Lead and/or conduct consequence analysis studies that provide guidance to site management as related to process incidents and/or facility siting. 

•  Conduct or coordinate PSM/RMP compliance audits. 

•  Lead or coordinate facility process hazard analysis/LOPA studies and assist in developing risk mitigation strategies.

•  Ensure PHA scenarios are written into procedures.

•  Coordinate activities to meet RMP requirements.

•  Update and submit the RMP plan when required.

•  Oversee conformance with EPA's Risk Management Plan requirements.

•  Monitor incident investigations and serve as the SME for incident investigations involving process safety.

QUALIFICATIONS:

Education/Experience

Required Qualifications: 

• Bachelor's Degree in Engineering or a related field. 

Desired Qualifications: 

• Experience in a PSM covered refinery or petrochemical manufacturing facility preferred. 

Skills/Knowledge/Abilities:

• Must be familiar with safety and process safety regulations and concepts, experience in leading hazard analysis, risk assessments, process safety incident investigations, and audits of process safety and risk management programs.

• Must demonstrate excellent organizational skills and be able to evaluate and prioritize multiple tasks to ensure alignment with plant goals and have good interpersonal and communication skills.

• Candidate must be focused, results driven, and have the ability to effectively collaborate with personnel at various levels throughout the company.
