Disaster Construction Supervisor

Position Overview:
The Disaster Construction Supervisor is responsible for assessing the damage to both built structures and natural environments following a disaster. This position works closely with the Disaster Relief and Resilience Coordinator and is integral in coordinating and implementing recovery efforts in collaboration with a wide range of partners, including National Voluntary Organizations Active in Disaster (NVOAD), federal, state, and local agencies, and NGOs like AmeriCorps. The supervisor will also provide guidance and support on all phases of disaster recovery and offer recommendations for recovery options that promote both short- and long-term resilience, with a particular emphasis on regenerative and sustainable building practices.
Key Responsibilities:
- Damage Assessment:
- Conduct thorough assessments of structural damage, including homes, commercial buildings, and infrastructure, as well as damage to natural environments (e.g., soil erosion, vegetation loss, water systems).
- Collaborate with engineers, architects, and environmental experts to gather accurate data on the extent of damage to facilitate effective recovery planning.
- Prepare and document reports on damage assessments, prioritizing needs based on urgency and severity.
- Disaster Recovery Planning:
- Develop and implement comprehensive construction recovery plans that address immediate and long-term needs, with input from disaster relief teams, local authorities, and community leaders.
- Coordinate efforts with the Disaster Relief and Resilience Coordinator to ensure recovery strategies are aligned with broader disaster recovery goals.
- Identify and assess construction materials and techniques that can be used to improve resilience and sustainability in rebuilding efforts.
- Coordination with Relief Partners:
- Work closely with NVOAD members, federal, state, and local partners, as well as NGOs such as AmeriCorps, to ensure coordinated responses and timely recovery activities.
- Lead and supervise teams of volunteers and contractors working on construction-related disaster recovery efforts.
- Ensure adherence to safety standards and protocols in all stages of recovery work, from cleanup to reconstruction.
- Client Advising:
- Provide expert advice to clients (homeowners, business owners, local authorities) on recovery options, ensuring recommendations are both cost-effective and resilient in the long term.
- Offer guidance on immediate repairs, reconstruction options, and disaster mitigation strategies to prevent future damage.
- Advise on accessible, inclusive, and community-driven solutions for rebuilding efforts.
- Regenerative Land Use & Green Practices Consultation:
- Collaborate with regenerative land use advisors and green construction experts to integrate sustainable building practices into recovery plans.
- Recommend environmentally friendly building materials, energy-efficient systems, and water-saving strategies for reconstruction efforts.
- Promote the use of sustainable construction practices that reduce environmental impact and foster long-term resilience.
- Project Management:
- Oversee all phases of construction, including initial cleanup, debris removal, reconstruction, and post-construction inspections.
- Develop and manage project timelines, ensuring that recovery projects are completed within scope, on time, and within budget.
- Manage project resources, ensuring effective allocation of materials and personnel across various sites.
- Monitoring & Reporting:
- Monitor the progress of construction projects and recovery efforts, providing regular updates to the Disaster Relief and Resilience Coordinator and relevant stakeholders.
- Ensure compliance with federal, state, and local regulations, as well as the safety standards and guidelines for disaster recovery.
- Prepare post-recovery reports evaluating the effectiveness of recovery strategies and suggesting improvements for future disaster responses.
Qualifications:
- Education: Bachelor's degree in Construction Management, Civil Engineering, Architecture, or a related field (or equivalent experience).
- Experience:
- 5 years of experience in construction management, disaster recovery, or related fields.
- Previous experience working with disaster response teams or in emergency construction projects is highly preferred.
- Experience in green building practices and regenerative land use is a plus.
- Skills:
- Strong project management and leadership abilities.
- In-depth knowledge of construction techniques, materials, and technologies used in disaster recovery.
- Ability to assess and address damage to both the built environment and natural resources.
- Experience working with diverse teams, including government agencies, NGOs, and community groups.
- Familiarity with federal, state, and local disaster recovery policies and standards.
- Certifications:
- Certified Construction Manager (CCM) or Project Management Professional (PMP) certification is a plus.
- FEMA certifications related to disaster recovery or management are desirable.
