Director of Special Populations

Recovery Resource Council is seeking a Director of Special Populations who will oversee the activities of the department. This role works with homeless populations, housing programs (including homelessness prevention, permanent housing, and rapid rehousing), veterans, and individuals requiring case management support for a wide variety of needs. The Director will ensure high-quality care and services, coordinate various activities, supervise staff, carry out contractual obligations, lead, inspire, and develop the Special Populations team, and contribute positively to the purpose, cause, and passion – Making Meaningful Change.
 

Competencies, Knowledge, and Qualifications:

  • Master’s degree in a related area required
  • At least five years of training and experience in housing and homeless services as well as five years in the chemical dependency, mental health, or healthcare field
  • Must have at least five years of experience in the delivery of case management services
  • Must have at least 5 years of experience directly supervising staff
  • Must be a Licensed Chemical Dependency Counselor or Qualified Credentialed Counselor (QCC), LPC, LMSW as defined by the Texas Commission on Alcohol & Drug Abuse.
 

Skills / Requirements:

  • Strong communication skills, including the ability to deliver presentations
  • Knowledge of substance use disorders, mental health issues, and community resources
  • Knowledge of case management, service delivery documentation, and grant reporting
  • Knowledge of trauma-informed care, crisis intervention, and stress management
  • Reliable personal vehicle with applicable Texas insurance required

Responsibilities:
  • Supervise dept staff at both west and east campuses
  • Ensure staff have required credentials and annual training
  • Promote communication and teamwork
  • Conduct annual and probationary staff evaluations
  • Monitor work schedules, time sheets, and case loads
  • Ensure staff efforts impact target populations positively
  • Oversee and assist with regular case reviews
  • Assist in grant applications and monitoring annual budgets
  • Ensure compliance with agency administrative policies and funding standards
  • Participate in community resources/planning committees
  • Partner with other agencies to expand Council impact
  • Ensure compliance with contract quality requirements and Joint Commission Standards
