POSITION DESCRIPTION : Harris County Flood Control District is seeking an experienced, motivated and resourceful leader to oversee planning, engineering and construction of flood risk reduction and resiliency projects.

The Flood Control District has the mission to reduce the risk of flooding in Harris County, which is the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 250 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks.

Reporting to the Executive Director, the Chief Project Delivery Officer is responsible for the planning and delivery of effective and efficient flood risk reduction capital projects and programs with a focus on flood resiliency, transparency, and accountability. The Project Delivery will serve as a strategic leader, working as part of a cross-functional executive leadership team, to deliver on strategic priorities and drive project and program completion through accountability.

ESSENTIAL FUNCTIONS AND DUTIES :

  • Responsible for the development and delivery of the Flood Control District’s Capital Improvement Program (CIP) from planning through construction
  • Responsible for reporting out on status of the CIP in coordination with a cross-functional team that includes External Affairs, Finance and Programs & Partnerships Administrations
  • Plans, develops, evaluates and manages all functions of the Planning, Engineering & Construction Divisions
  • Monitors trends regarding program and project status, risk, variances, and identifies steps to resolve and recover
  • Evaluates and recommends policies and procedures related to function and teams under project delivery. Meets regularly with staff to discuss and monitor workload and technical work efforts; identifies resolution to any identified issues or concerns
  • Supports development of annual budget (both operational and capital program delivery) and executes within established budgets
  • Provides for oversight for reporting on key performance indicators for capital program delivery
  • Reviews standard operating procedures regulatory to identify opportunities for continuous improvement
  • Meets with outside engineering consulting firms, professional and community organizations, government representatives, and civic groups when necessary.
  • Evaluates job performance and initiates or recommends hiring, disciplinary action and termination of staff
  • Works collaboratively with Flood Control District Executive Team to provide updates, resolve issues and establish measurable goals and objectives for each Division, report out on key performance indicators and assist in the alignment of Division priorities to meet desired results
  • Report on Flood Control District activities to Harris County Commissioners Court as requested
  • Reviews official directives and correspondence to ascertain changes prescribed in District policies and procedures as mandated by Commissioners’ Court

POSITION REQUIREMENTS :

  • Bachelor's degree from an accredited institution in Engineering, Construction Management, Flood Prevention / Risk Management
  • Position requires 10 – 15 years of experience in managing a large team to execute public works, drainage systems and urban planning projects, preferably with a government agency of comparable size
  • Experience designing, managing, constructing or operating major infrastructure projects (5 years) and ability to read and interpret plans, specifications and technical details
  • Previous experience in managing and delivering a large, complex capital civil works program and familiarity with program management approaches and construction programs
  • Ability to navigate and thrive in a fast paced, high profile, complex and often changing environment with ability to build consensus and communicate with stakeholders at all levels
  • Ability to build, lead, motivate high performing teams to support project delivery
  • Experience in establishing, monitoring and tracking project and program budgets, schedules, as well as evaluating dependencies, risks
  • Requires knowledge of Federal, State and local rules, regulations and standards related to engineering, environment, and construction management
  • Requires prior experience building strong relationships with community and professional organizations.
  • Strong executive presence and communication skills that engage internal and external stakeholders at all levels as well as ability to produce written documents in clear, concise manner
  • Evaluate and prioritize multiple tasks and deadlines
  • Performs other duties as assigned
  • A candidate with less experience, but who believes that there is exceptional quality and applicability may request a special assessment. Management retains the full discretionary right for determination of equivalency
  • Licenses, CERTIFICATIONS :

  • Valid Class "C" Texas Driver's License preferred.

  • Requires sorting, filing, shelving and otherwise handling related materials
  • Indoor is climate controlled with normal office environment including acceptable lighting, temperature, and air conditions
  • May be exposed to fluids, compounds, and / or chemicals used in cleaning offices and / or work areas
  • May be exposed to fluids, compounds, and / or chemicals used for photographic or photocopier development or reproduction
