Infrastructure Division Director

Job Summary :
The role entails providing strategic leadership and direction for maintaining and operating the District’s properties and assets. This position is crucial in ensuring alignment with the District’s mission to effectively manage and preserve its infrastructure, facilitating optimal functionality and sustainability.
Essential Functions & Duties : Leadership and Management
- Directs and administrates division activities through subordinate department managers.
- Assigns or delegates responsibility for specified work or functional activities, disseminates policy to department managers and ensures consistent application.
- Gives work directions, resolves problems, coordinates program activities, and manages resources to ensure timely completion of work within scope and budget.
- May initiate or authorize employee hiring, promotion, discharge, or transfer.
Planning and Coordination
Reviews and analyzes reports, records, directives, and data while coordinating with district staff for maintenance program planning.Ensures consistent administrative practices, proper reporting of work in progress, key performance indicators, and issues encountered.Coordinates activities with internal divisions and district stakeholders, as well as external stakeholders, to ensure efficiency, economy, increased infrastructure resiliency, and sustainable operational practices.Prepares reports and records on division activities for management.Budget and Cost Management
Monitors and analyzes costs and prepares the budget for long-range planned activities.Process Improvement and Resilience Building
Evaluate current procedures and practices to develop and implement sustainable procedures and practices that promote greater resilience.Collaboration and Communication
Provides inter-divisional support.Attends internal staff meetings and meetings with coordinating departments.Attends after-hours meetings to communicate the District's programs to the public.General Duties

Requires
Bachelor’s degree from an accredited four-year college or university in civil engineering, construction management, architecture, or a similar technical-focused curriculum.Ten to fifteen years of progressively responsible, verifiable experience in managing field staff, delivering programs and projects, and / or public works field operations related to hydrology, stormwater management, and / or urban development.Experience working with government agencies and their governing bodies.Significant managerial experience over large groups of professional, technical, field, and administrative employees.Experience in change management and program scaling for expanded services.Prefers
Experience with land management and sustainable vegetation management practices preferred.Knowledge, Skills, and Abilities :
Knowledge :
Strong understanding of Federal, State, and local rules, regulations, and standards related to engineering and construction management frameworks.Proficiency in using Microsoft Office applications (Outlook, Word, Excel, and Access).Skills :
Diagnostic and troubleshooting skills to solve work-related problems.Analytical skills in applying guidelines, policies, and precedents and adapting methods to fit specific conditions.Strong communication skills, including presenting, using proper grammar, and writing effectively.Excellent organizational skills for managing tasks and operations.Managerial skills to lead teams and manage multiple departments.Abilities :

Valid Class "C" Texas Driver's License required.Professional Engineer Registration (State of Texas) preferred.Supervision Exercised :
Manage a division of 130 employees of professional engineers, technicians, and field and administrative staff in multiple departments, including oversight of hiring, training, directing, motivating, coaching, disciplining, measuring performance, and terminating.Internal Contacts :
Primarily executives, division and department managers, and departmental office staff.External Contacts :
Primarily Commissioners Court; also with citizens, visitors, mid- to high-level officials and professionals of government agencies, vendors, the community, and other organizations.May attend and give presentations at public meetings on behalf of the District.Tools and Equipment Used :
